IMPLEMENTING GOVERNMENT ADMINISTRATION POLICIES TOWARD EPIDEMIC PREVENTION THE SPREAD OF CORONAVIRUS DISEASE 2019 IN THE UPPER NORTH OF THAILAND

Abstract

This research paper is a qualitative research.  Present the results of the study of the situation. Use the concepts from lessons learned from applying science and art in government administration in preventing the spread of COVID 19 as a research framework. Research area is the upper northern region.  The sample group was the provincial governor.  Head of government 20 local leaders and community representatives in 4 provinces, namely Chiang Mai, Chiang Rai, Lampang and Lamphun, used a specific selection method.  The research tools are in-depth interview  Analyze the data using content analysis and write a descriptive description.  The results showed that

       (1) The results of research according to the first objective of the implementation of government administration policies are effective.

       (2) The research results according to objective number 2 on factors supporting the implementation of government administration policies can reduce the number of infected people.

       (3) Research results according to objective number 3, take lessons from applying science and art in government administration.  It is transparent and adaptable to the situation.

       The findings from this research will be useful in creating the science of government administration aiming to adjust the government administration system to keep up with the situation.  Independence to manage in the area  Private and public participation in the provision of public services  Budgeting  transparent, verifiable  which is related to the art of leadership that focuses on performance  by delivering public health services  resulting in the spread of COVID-19 in the upper northern provinces  During February-August 2020, the level is low.
