Abstract

The objectives of this research were: (1) to study the condition of problems for improving the quality of life of the elderly, turn load into power, contribute to social development, (2) to study the action for improving the quality of life of the elderly, turn load into power, contribute to social development and; (3) to study guidelines for improving the quality of life of the elderly, turn load into power, contribute to social development. This research was qualitative. The data collected from policy-level executives working with senior citizens in the government sector, relevant department officials and 20 elderly representatives in this research. A structured interview was used where organized data was compiled, logically interpreted and analyzed as a descriptive conclusion.

         The research results showed that (1) The condition of problems for improving the quality of life of the elderly, turn load into power, contribute to social development found that the policy formulation did not respond to the problem social welfare was not enough and did not cover some elderly people expect too much dependence on the state, shortage of budget various tools, materials, equipment, personnel and

appropriate management.  (2) The action for improving the quality of life of the elderly, turn load into power, contribute to social development had been taken in 6 important areas: 1) building a protection and welfare system for the elderly 2) promoting employment and income for the elderly 3) developing the potential of the elderly, 4) a health system to support an aging society, 5) a favorable environment, and 6) promotion of inclusion and building the strength of the elderly organization. And (3) the guidelines for improving the quality of life of the elderly, turn load into power, contribute to social development found that the promotion of family institutions and the role of the community work integrated everywhere.

The sector created opportunities for access to government services, promote quality of life, reduce social inequality, support for older people to have jobs, having appropriate social activities.
