KNOWLEDGE MANAGEMENT SYSTEM DEVELOPMENT PLAN TO SEND RICE PLANNING POLICY FROM THAI GOVERNMENT TO FARMERS FOR INCREASING QUALITY PRODUCTS AND FARMERS DEVELOPMENT SUSTAINABILITY.

The objective of the qualitative research article is 1) to synthesize the knowledge that helps farmers to produce quality rice, high yield, and low cost by creating a data structure through data management, 2) to use the knowledge that analyzed in the first objective to create content (story telling) and produce media that is easy to understand through artificial intelligence technology 3) to develop a system for transmitting information on rice plant with digital technology for driving government-to-farmer policies that makes farmers ready to deal with urgent situations and 4) to apply the information transmission system of rice plant knowledge with digital technology to develop farmers and for Increasing Quality Products and Farmers Development Sustainability. The concept of knowledge management theory, information management concept and Artificial Intelligence Technology concept as a research framework. The research areas were in the three provinces, Nakhon Pathom, Ratchaburi,and Suphan Buri. The samples were 90 smart farmers in the three areas using a purposive sampling method in the in-depth interview. The research tool was an in-depth interview. It was analyzed by content analysis and presented by descriptive writing.
The results showed that knowledge of rice production that helps to develop farmers and to increase the quality of the rice plant for sustainability is of 6 sets namely : Set 1 Fundamentals of rice cultivation; Set 2 Policies related to rice cultivation. Set 3 Crisis affecting rice cultivation Set 4 Tools used in rice cultivation Set 5 Adding value to rice and Set 6 Marketing and Public Relations. All knowledge sets have been put in the application of knowledge management of rice production with Artificial Intelligence Technology and Facebook including a question-answer system (AI-chatbot) and a rice planting manual (E-book). The knowledge set, thus, will improve rice cultivation for farmers and increase production quality sustainably.
