THAILAND'S LABOR POLICY PREPARATION TO SUPPORT THE ADOPTION OF DIGITAL TECHNOLOGY IN OPERATIONS

This research aimed to investigate the guidelines, policies, as well as the challenges, obstacles, and significant outcomes that impact the labor management in Thailand, leading to the formulation of a plan to support the implementation of digital technology in operations to prepare for future changes. The study employed qualitative research methods, specifically non-participant observation and in-depth interviews with 8 key informants who were executives within organizations related to labor management. The sample was selected using purposive sampling.
The research methodology consisted of non-participant observation forms and semi-structured interview forms, and the data was analyzed through descriptive interpretation. The results of the study indicated that the preparation of Thailand's labor policy to support the implementation of digital technology in the workplace encompasses three aspects: (1) Knowledge and Competence: The establishment of a system to support workers to acquire diverse skills and enhance their knowledge and abilities. (2) Technology: The support for digital applications and the development of AI experts, as well as practical database analysis was found to be crucial. The development of machinery and technology should balance the economy and society and prepare for the labor market. (3) Responsiveness to the Labor Market: There should be a system to support employment for elderly workers. The current laws covering labor rights and welfare for Thai workers abroad or migrant workers in Thailand are inadequate. The solution is to promote education that responds to labor market demands and to develop updated labor welfare policies.
