THE STUDY OF HUMAN RESOURCE DEVELOPMENT GUIDELINES FOR RESPONSIBLE TOURISM IN KRUNG THEP MAHA NAKHON, MAE HONG SON, PHUKET AND SATUN PROVINCES

This article research has objectives to study the human resource development in order to support the responsible tourism, and to establish the responsible tourism learning network in the areas of Bangkok, Mae Hong Son province, Phuket province and Satun province by employing. The qualitative research methods, including in-depth interviews and focus group meetings with stakeholders consist of public sector 46 persons, private sector 19 persons, and community organizations 139 persons that all amount 204 persons before the end of processes the obtained data with the content analysis technique.
The study results suggest that it is necessary to establish the human resource development goals and objectives for responsible tourism which should cover the process of knowledge and understanding increasing, the attitude transformation, the importance realization, the skills and experience in responsible tourism management creation, and the responsibility in tourism behavior direction. As well as for other procedures, the determination of target group, the process of human resource development, and the operation to support responsible tourism management needs to follow the 7 steps of learning in relevance to the human resource development for responsible tourism in order to create the appropriate behavior including the self-responsibility, corporate responsibility and social responsibility.
Another way of human resource development for responsible tourism is to manage through the existed social or learning networks. The determination of responsible tourism issues, and the exchanging process of knowledge and experience that involves community could facilitate the establishment of the network and the circulation of knowledge. The learning network could be divided into 3 types, including 1) the community is the spearhead which the community located in the remote area and operated by the community-based tourism network (Mae Hong Son), 2) the civil society plays a leading role which the site located in the city and operated by the civil society network (Bangkok and Phuket), and 3) the public sector serves as a leader which the tourism site is the Global Geopark operated along with the official civil society network (Satun).
