BUILDING CONTROL POLICY IMPLEMENTING OF LOCAL ADMINISTRATIVE ORGANIZATIONS IN THE METROPOLITAN AREAS

Abstract

The research objectives were: (1) to study the problems and obstacles in the building control policy implementing of local administrative organizations in the metropolitan area, (2) to study the factors affecting the success of the building control policy implementing of local administrative organizations in the metropolitan area, and (3) to study the guidelines for the building control policy implementing of local administrative organizations in the metropolitan area. The research was qualitative. Key informants in this study were executives of local administrative organizations, practitioners of local administrative organizations and people living in metropolitan areas. The key informants were 24 people  by purposive selection. The tool used for data collection was an interview. The data were analyzed in a descriptive summary.

The results found that (1) the problems and obstacles in the building control policy implementing of local administrative organizations in the metropolitan area included the unclearness of the policy practitioners, lack knowledge and understanding. People did not cooperate, there was corruption and misconduct. The executives did not see the importance, power rate was not enough and the dissemination and publicity to educate the public was not thorough and sufficient, (2) the factors affecting the success of the building control policy implementing of local administrative organizations in the metropolitan area were clear policy objectives, the ability of the agency to implement operational resources, operator's attitude practitioner, motivation publication/public relations and cooperation of people,  and (3) the guidelines for the building control policy implementing of local administrative organizations in the metropolitan area found that we had to work proactively. There was continuous evaluation, must create more awareness and understanding among people. Operators must develop themselves, and needed to create incentives for work supported in appropriate resources, and there should be updating the laws, rules, regulations, criteria to be up to date and executives should investigate and punish corrupt officials.
