EFFECTIVENESS IMPLEMENTATION OF THE ALCOHOLIC BEVERAGE CONTROL ACT B.E. 2008 IN BANGKOK METROPOLITAN AREA

Abstract

The objectives of this research were (1) to study the effectiveness implementation of the Alcoholic Beverage Control Act B.E. 2008 in  Bangkok Metropolitan area, (2) to study the problems and obstacles through the effectiveness implementation of the Alcoholic Beverage Control Act B.E.2008 in Bangkok Metropolitan area, and (3) to study the effectiveness implementation of the Alcoholic Beverage Control Act B.E. 2008 in  Bangkok Metropolitan area. The research was qualitative. Key informants in this study included 23 people involved in the implementation of the Alcoholic Beverage Control Act B.E. 2008 in Bangkok Metropolitan area by a purposive selection. The research tool was a semi-structured interviews. Data was analyzed by a descriptive interpretation.

The results found that (1) the effectiveness implementation of the Alcoholic Beverage Control Act B.E. 2008 in Bangkok Metropolitan area was found that the objectives of the policy were clear. But it must be improved to suit the era. Policy resources were still insufficient to carry out work. Organization implementation policy was an organization that was accepted in society, having the ability to perform the job well. Some operators still have no understanding about the Act it was good enough, and there was a feeling that there was a lot of work and too complicated. There was a mechanism for systematic collaboration between various organizations and received good support from the people. But there were still some people who did not cooperate, especially in youth groups, (2) the problems and obstacles through the effectiveness implementation of the Alcoholic Beverage Control Act B.E. 2008 in Bangkok Metropolitan area was found that some provisions of the Act were not appropriate for the current situation, public relations and giving knowledge, not yet comprehensive. There were not enough personnel, lacked of knowledge and appropriate procedures.  The public and store operators did not give importance and did not cooperate, and (3) the effectiveness Implementation of the Alcoholic Beverage Control Act B.E. 2008 in Bangkok Metropolitan area was found that there should be improvements, keeping it up-to-date, developing personnel, and increasing the number of manpower to be sufficient, creating awareness and awareness of the dangers of drinking alcohol to the public and youth.
