การประเมินผลโครงการฝายน้ำงาว (บ้านปันใต้) พร้อมระบบส่งน้ำ ตำบลปงเตา อำเภองาว จังหวัดลำปาง

Abstract

The purposes of this research were to 1) evaluate of the NamNgao weir (Banpantai) project and irrigation system of Pongtao Subdistrict, Ngao District, Lampang Province.                 2) analyze the operation problems of project and 3) to propose guidelines for project development to be more efficient and effective. The evaluation applied the CIPP model. This study was qualitative research. The key informants were selected by using purposive sampling and consisted of 23 respondents of 1) executives/officers of irrigation and executives of Subdistrict Administration Organization. 2) village headmen and 3) water sharing committee. The data was collected by applying structured interview and data analyzed by conducting content analysis. The finding showed that: 1) the project evaluations consisted (1) context part; the objectives of the project are appropriate for the local problems and government policy. The implementations of the project are consistent with the development of water resources according to the royal initiative. The local problem of water shortages has expanded to a wider extent and is likely to increase. Therefore is an urgent need for the project. (2) input part; a supporting budget and management information are not sufficient for the project. personnel, technology, materials, equipment and operation time are suitable for the project.  (3) process part; pre-feasibility study, detail design, participation of local agencies, monitoring and reporting results are appropriate for the project. Public participation was not enough for the project. (4) product part; water resources for agriculture and consumption in the area have increased. (5) impact part; farmers do more rainy season and dry season. Have better income and quality of life. 2) project management problems include; solving problems of modular water resource, insufficient budget. The public has little involvement in the design and not over the area. The construction of the irrigation system are not as planned. Public relations, news notification are not coordinated. There is a tendency for insufficient water supply in the dry season. Management lacks continuity after the project. 3) the guideline for improving the project are water resource development planning for the basin, other water agencies, there are a public relative plan for informing notification. Create a process for participation of various people to participate in the design. Adjust the construction plan in accordance with the budget support from government, both central regional and local.  Including the creation of a continuous management process of the central government, provincial, local and water sharing committee.
