Abstract

this research article consisted of the following objective: 1)To explore the process of public policy in solving the labor shortage problem in the footwear industry. Bangkok area

     2)To propose guidelines for implementing public policy processes to solve the problem of labor shortage in the footwear industry that are effective and beneficial to the development of the footwear industry in Thailand.

         This research uses a qualitative research model. In-Depth Interview with 35 Key Informants.

           The results revealed that 1) the policy process that the government had

  formulated  and implemented should allow the industrial sector  Business owners and workers were involved in every steps of the process, and the policy evaluation should allow all sectors included  people who were consumers also participated in the evaluation. 2) Policy process for solving the problem of labor shortage The state must adjust the education management system in accordance with The needs of the industrial sector and modern technology Modify the labor recruitment policy process. Skill Development Policy By implementing public-private partnerships and policies on job welfare and social security to a high degree of effectiveness.
