Educational Policy Implementation of Ubonratchathani Provincial Administrative Organization

The research aimed to (1) analyze an educational policy implementation, (2) analyze a success of an educational policy implementation, (3) analyze problems and obstacles of an educational policy implementation and (4) propose the guidelines to solve the problems and obstacles concerning an educational policy implementation of Ubonratchathani Provincial Administrative Organization.
This research was a qualitative research. Data were collected using in-depth interviews. By interviewing the chief of the provincial administrative organization; the director of the Planning and Budget Devision, the director of Education, Religious and Culture Devision, the educational supervisor, the directors of all schools, and parents of the students of Ubonratchathani Provincial Administrative Organization 40 people. Data were analyzed by descriptive interpretation.
The research findings were:
- The educational policy implementation was in accordance with the 2542 B. E. National Education Act, revised 2545 B.E. The budget allocation for education was ranked second only to the budget for the infrastructure. Communication was suitable. However, problems remained in some regulations. The executives responsible for an educational possessed leadership, but lacked academic strength.
- An accomplishment in the educational policy implementation did not reach the excellence standard by the chief policy statement. With the O-Net result in 2019 compared, it was found that grade 9 and 12 students of the schools affiliated to the Ubon Ratchathani Provincial Administrative Organization secured average scores in all subjects lower than those of the students of the schools under the Secondary Educational Service Area Office.
- The main problems and obstacles concerning the educational policy implementation were the executives of the provincial administrative organization and the schools gave more priority to infrastructures than to education. Lacked of educational supervisors both in Poly implementation Level of Local Administration Department and operating Level of Education, Religious and Culture Division in Provincial Administrative Organization.
