People’s Quality of Life whom possess State Welfare Card

Abstract
The operation on development toward people’s quality of life to aid through the state welfare card, supported by focusing on creating 4 opportunities including; 1.to increase a job, 2.to train occupation or raise education, 3.to access the financial sourced system and 4.Into public services for the quality of living. All of 4 opportunities with integrated 6 related ministries, in order to solve the problem of poverty and reduce the social inequality, by considering factors was influencing quality of life who state welfare card holders.
However, the 4 influential factors were found that, (1) the implementing policy, (2) coordination of organizational government, (3) information technology, and, (4) human resource development. A guideline for improving the people’s quality of life with financial aid through the state welfare card, it is need to adjust the policy framework for the relevant departments to cooperation and flexibility in their implementation. As well as developing the most accurate and up-to-date information system. It can be used to monitor human resource development on training program. In order to provide fair access has stable income and better quality of life. There are concerned with the strategy of the 12th National Economic and Social Development Plan (2017-2021) on people at the center of development and the 20-year National Strategy (2018-2580) on the development and empowerment all of people receive justice, equality and equality.
