The Personnel Administration of schools under the Phitsanulok Primary Educational Service Area Office 1

The objectives of this research were 1) to study the opinion of the personnel to the personnel administration of the small schools 2) to compare the opinion of the personnel to the personnel administration of the small schools, and 3) to study problems, barriers, and guidelines for the opinion of the personnel to the personnel administration of the small schools under the Phitsanulok Primary Educational Service Area Office 1. This research applied the Mixed Methods Research consisting of the Quantitative Research and the Qualitative Research. The sample of the administrators and teachers from 294 people, and 7 key informants. The research instrument was the questionnaire and the interview. The statistics used frequency, percentage, mean, standard deviation, t-test and F-test with One Way ANOVA. Results of the Research 1) Overall, the level of the opinion of the personnel to the personnel administration of the small schools under the Phitsanulok Primary Educational Service Area Office 1 was at the high level. 2) The comparison found that the personnel having the different genders, ages, educational degree, positions, working period and academic standing had no different opinion to the personnel administration of the small schools under the Phitsanulok Primary Educational Service Area Office 1. 3) The problem and barrier of the personnel administration were that the manpower planning, and the recruitment and appointment were unsuitable to the small schools because the regulation specified the rate of students. The teachers had less than the subjects, and some teachers had to teach the subjects unsuitable to their abilities. The guidelines for the personnel administration were that the schools should participate in the recruitment, allocate the teachers suitable to the workload and the subject, select the personnel in the local to work in the school, and provide the projects and activities for strengthening the consciousness of the government teachers.
