Executives’ Competency and Human Resource Development of A Local Administrative Organizations in Bangkok

Abstract

This current research aimed 1) to examine the level of executives’ competency and human resource development of Local administrative organizations in Bangkok, 2) to determine the factors influencing executives’ competency and human resource development of Local administrative organizations in Bangkok, and 3) to determine the relation structure of executives’ competency and human resource development of Local administrative organizations in Bangkok. In addition, the population used to study consisted of local executives, civil servants, officials, and personnel of the Local administrative organizations in Bangkok; 1,200 people were purposively randomized as the samples. According to survey research, the instrument used to collect data was a paper questionnaire; then, the data was assessed by a statistical package program: frequency, percentage, mean, standard derivation, and Lisrel model.

                   The research findings indicated:

                   1) The level of executives’competency of Local administrative organizations in Bangkok: administration knowledge, achievement based administration, professional administration, analytical and communicative skills, trustfulness and principles of morality, was high. Also, the level of human resource development of Local administrative organizations in Bangkok: competency, organizational relationship, learning based organization, motivation and performance appraisal, was high.

                   2) The factors influencing executives’ competency of Local administrative organizations in Bangkok showed analytical and communicative skills had the highest weight at 0.9999, professional administration was at 0.87, trustfulness and principles of morality was at 0.85, respectively. Meanwhile, the factors influencing human resource development of Local administrative organizations showed motivation had the highest weight at 1.08, learning based organization was 0.91, and organizational relationship was lowest at 0.04.

                   3) The relation structure of executives’ competency and human resource development of Local administrative organizations in Bangkok indicated the positive relation between 0.174 – 0.814. The model of executives’ competency influencing human resource development was 60%: administrative knowledge, analytical and communicative skills, trustfulness and principles of morality, achievement based administration. Meanwhile, the variable influencing human resource development with statistically significant at 0.05 was administrative knowledge.
