การบริหารจัดการองค์การยุคใหม่ขององค์การบริหารส่วนจังหวัดสมุทรสงคราม

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อวิเคราะห์สภาพปัญหาและอุปสรรคที่เกี่ยวข้องกับการบริหารจัดการองค์การยุคใหม่ขององค์การบริหารส่วนจังหวัดสมุทรสงคราม 2) เพื่อศึกษาปัจจัยที่มีผลต่อการบริหารจัดการองค์การยุคใหม่ขององค์การบริหารส่วนจังหวัดสมุทรสงคราม และ 3) เพื่อสร้างแนวทางในการบริหารจัดการองค์การยุคใหม่ขององค์การบริหารส่วนจังหวัดสมุทรสงคราม เป็นการวิจัยเชิงปริมาณ กลุ่มตัวอย่างที่ใช้ในการวิจัยได้แก่ได้แก่ ประชาชนในเขตพื้นที่จังหวัดสมุทรสงคราม จำนวน 400 คน เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถาม ที่สร้างขึ้นโดยการศึกษาเอกสาร วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปสำหรับการวิจัยทางสังคมศาสตร์ โดยการนำเสนอเป็นตารางใช้สถิติค่าเฉลี่ย (Mean) และส่วนเบี่ยงเบนมาตรฐาน (S.D.) และการถดถอยพหุคูณโดยใช้วิธีการคัดเลือกตัวแปรแบบเป็นลำดับขั้น (Multiple Regression Stepwise Analysis)
ผลการวิจัยพบว่า
สภาพปัญหาที่เกี่ยวข้องกับการบริหารจัดการองค์การยุคใหม่ขององค์การบริหารส่วนจังหวัดสมุทรสงคราม ตัวแปรต้น โดยรวมทุกด้าน อยู่ในระดับ ปานกลาง (=3.09 S.D.=0.89) โดยเรียงลำดับจากมากไปหาน้อยได้ดังนี้ ด้านเทคโนโลยี ด้านการวางแผน ด้านประสิทธิภาพ ด้านการจัดการ ด้านวิธีปฏิบัติงาน และด้านบุคลากร ตามลำดับ
ปัจจัยที่มีผลต่อการบริหารจัดการองค์การยุคใหม่ขององค์การบริหารส่วนจังหวัดสมุทรสงคราม ตัวแปรตาม โดยรวมทุกด้าน อยู่ในระดับ ปานกลาง (=3.07 S.D.=0.98) โดยเรียงลำดับจากมากไปหาน้อยได้ดังนี้ ด้านการส่งเสริม ด้านความพึงพอใจ และด้านบริการ ตามลำดับ
แนวทางในการบริหารจัดการองค์การยุคใหม่ขององค์การบริหารส่วนจังหวัดสมุทรสงครามควรมีการจัดเตรียมแบ่งสัดส่วนการปฏิบัติงานหน้าที่ขององค์การ รวบรวมทรัพยากร มีการพูดคุยประสานงานกับหน่วยงานที่เกี่ยวข้องเพื่อมาวิเคราะห์ปัจจัยที่เป็นประโยชน์ในการบริหาร และกำหนดจุดประสงค์และเป้าหมายให้ชัดเจน
