หลักสูตรแกนกลางการศึกษาขั้นพื้นฐาน พุทธศักราช 2551 ฉบับปรับปรุง พ.ศ. 2560 ได้กำหนดให้มีการจัดการเรียนการสอนเกี่ยวกับความเป็นพลเมืองไว้ในกลุ่มสาระการเรียนรู้สังคมศึกษา ศาสนาและวัฒนธรรม เพื่อพัฒนาผู้เรียนให้เป็นพลเมืองดี แต่การจัดการศึกษาที่ผ่านมาไม่ประสบความสำเร็จเท่าที่ควร โดยเฉพาะนักเรียนในระดับการศึกษาภาคบังคับ นักเรียนนขาดความรู้ความเข้าใจตลอดจนการประพฤติปฏิบัติตนให้เป็นพลเมืองดีที่อาจจะส่งผลต่อความมั่นคงของการปกครองตามระบอบประชาธิปไตยอันมีพระมหากษัตริย์ทรงเป็นประมุข
บทความวิชาการนี้ผู้เขียนจะนำเสนอเกี่ยวกับปัจจัย องค์ประกอบและรูปแบบของการบริหารกิจกรรมเพื่อสร้างความเป็นพลเมือง ซึ่งจะเป็นประโยชน์ต่อการพัฒนานักเรียนในระดับประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาในจังหวัดชลบุรี ให้มีความเป็นพลเมืองที่ดีตามครรลองของการปกครองตามระบอบประชาธิปไตยอันมีพระมหากษัตริย์ทรงเป็นประมุข
