การพัฒนานวัตกรรมขีดความสามารถเพื่อเพิ่มศักยภาพเศรษฐกิจฐานรากในจังหวัดปริมณฑล

บทความวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการพัฒนานวัตกรรมขีดความสามารถเพื่อเพิ่มศักยภาพของเศรษฐกิจฐานรากในจังหวัดปริมณฑล 2) ศึกษาปัญหาและอุปสรรคของการพัฒนานวัตกรรมขีดความสามารถเพื่อเพิ่มศักยภาพของเศรษฐกิจฐานรากในจังหวัดปริมณฑล และ 3) ศึกษาแนวทางการพัฒนานวัตกรรมขีดความสามารถเพื่อเพิ่มศักยภาพของเศรษฐกิจฐานรากในจังหวัดปริมณฑล เป็นการวิจัยเชิงคุณภาพ ผู้ให้ข้อมูลสำคัญ คือ หน่วยงานภาครัฐที่เกี่ยวข้อง และผูนํากลุมอาชีพเศรษฐกิจฐานราก จำนวน 20 คน ใช้วิธีการคัดเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์ ทำการวิเคราะห์ข้อมูลโดยใช้การวิเคราะห์เนื้อหาแล้วสรุปความเชิงพรรณนา
ผลการวิจัยพบว่า 1) การพัฒนานวัตกรรมขีดความสามารถเพื่อเพิ่มศักยภาพของเศรษฐกิจฐานรากในจังหวัดปริมณฑล ควรมีการกำหนดนโยบายและมาตรการส่งเสริมระยะยาว ส่งเสริมให้ชุมชนเข้ามามีส่วนในการวางแผนการพัฒนาศักยภาพของเศรษฐกิจฐานรากร่วมกับภาครัฐ พัฒนาศักยภาพความเป็นผู้ประกอบการฐานรากให้แก่คนในชุมชน พัฒนาศักยภาพผู้นําชุมชนให้มีภาวะผู้นำที่มีวิสัยทัศน์ เป็นผู้นำแห่งการเปลี่ยนแปลง มีทักษะ มีความรู้ความสามารถ พัฒนาศักยภาพชุมชนให้มีความพร้อมรับมือในการดำเนินกิจกรรมการพัฒนาเศรษฐกิจของชุมชน ประสานความร่วมมือกับสถาบันการศึกษา ให้เข้ามามีส่วนร่วมในกระบวนการเรียนรู้ของชุมชน และนวัตกรรมชุมชน การสร้างองค์ความรู้จากชุมชน นำวัฒนธรรมท้องถิ่นซึ่งเป็นทุนของชุมชนมาใช้เป็นเครื่องมือในการพัฒนาผลิตภัณฑ์ชุมชน 2) ปัญหาและอุปสรรคของการพัฒนานวัตกรรมขีดความสามารถเพื่อเพิ่มศักยภาพของเศรษฐกิจฐานรากในจังหวัดปริมณฑล พบว่า ยังขาดการรวมกลุ่ม ขาดความรู้ในการพัฒนานวัตกรรม การเข้าถึงแหล่งเงินทุนและการนำเทคโนโลยีมาใช้พัฒนาผลิตภัณฑ์ให้มีมาตรฐานและมีความโดดเด่น และ 3) แนวทางการพัฒนานวัตกรรมขีดความสามารถเพื่อเพิ่มศักยภาพของเศรษฐกิจฐานรากในจังหวัดปริมณฑล พบว่า ควรสนับสนุนให้คนรุ่นใหม่เข้ามามีบทบาทมากขึ้น ส่งเสริมการใช้ประโยชน์จากทรัพยากรชุมชน สร้างชุมชนแห่งการเรียนรู้ ฝึกอบรมความรู้ให้แก่คนในชุมชน สนับสนุนด้านงบประมาณ และการจัดหาตลาดเพื่อเพิ่มช่องทางจำหน่ายสินค้าให้มีหลากหลายมากขึ้น
