การประเมินผลของการนำนโยบายเขตพัฒนาพิเศษภาคตะวันออก ในพื้นที่จังหวัดฉะเชิงเทราไปปฏิบัติ

บทความวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพการนำนโยบายเขตพัฒนาพิเศษภาคตะวันออก ในพื้นที่จังหวัดฉะเชิงเทราไปปฏิบัติ 2) ศึกษาปัจจัยตัวชี้วัดความสำเร็จของการนำนโยบายเขตพัฒนาพิเศษภาคตะวันออก ในพื้นที่จังหวัดฉะเชิงเทราไปปฏิบัติ 3) เสนอประสิทธิผลการนำนโยบายเขตพัฒนาพิเศษภาคตะวันออก ในพื้นที่จังหวัดฉะเชิงเทราไปปฏิบัติ เป็นการวิจัยเชิงคุณภาพ ทำการสัมภาษณ์ผู้ให้ข้อมูลสำคัญออกเป็น 3 กลุ่ม คือ กลุ่มหน่วยงานภาครัฐ/รัฐวิสาหกิจ 10 คน กลุ่มหน่วยงานภาคเอกชน 10 คน และกลุ่มตัวแทนภาคประชาชน รวม 30 คน ทำการวิเคราะห์เนื้อหาและนำเสนอข้อมูลด้วยวิธีการพรรณนา
ผลการวิจัยเชิงคุณภาพ พบว่า 1) สภาพการนำนโยบายเขตพัฒนาพิเศษภาคตะวันออก ในพื้นที่จังหวัดฉะเชิงเทราไปปฏิบัติ ด้านถนน ด้านการรถไฟ ด้านการไฟฟ้า ด้านการประปาและด้านการสื่อสารโทรคมนาคม ส่วนใหญ่เป็นไปตามแผนที่คาดไว้ 2) ปัจจัยตัวชี้วัดความสำเร็จของการนำนโยบายเขตพัฒนาพิเศษภาคตะวันออก ในพื้นที่จังหวัดฉะเชิงเทราไปปฏิบัติ ด้านการเมือง ด้านเศรษฐกิจ ด้านสังคมและสิ่งแวดล้อม ตรงตามเป้าหมายของการดำเนินงานที่ชัดเจน ตั้งแต่เป้าหมายระดับประเทศ เชื่อมโยงกับเป้าหมายระดับพื้นที่ EEC ถ่ายลงสู่เป้าหมายระดับจังหวัด และ 3) การนำนโยบายเขตพัฒนาพิเศษภาคตะวันออก ในพื้นที่จังหวัดฉะเชิงเทราไปปฏิบัติ มีประสิทธิผลเป็นไปตามเป้าหมายที่คาดไว้
ในส่วนข้อเสนอแนะควรการเปิดโอกาสให้ภาคเอกชนและภาคประชาชน มีส่วนร่วมในการคิด วางแผนและการตัดสินใจร่วมกัน จะทำให้เป้าหมายนั้นได้มาจากการร่วมมือกันระหว่างภาครัฐ ภาคเอกชนและภาคประชาชน เกิดการบูรณาร่วมกันอย่างแท้จริง
