รูปแบบการพัฒนาภาวะผู้นำทางการบริหารสำหรับครูปฏิบัติหน้าที่รองผู้อำนวยการ โรงเรียนมัธยมศึกษาขนาดเล็กในภาคตะวันออกเฉียงเหนือ

บทความวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาองค์ประกอบหลักและองค์ประกอบรองของภาวะผู้นำทางการบริหารสำหรับครูปฏิบัติหน้าที่รองผู้อำนวยการโรงเรียนมัธยมศึกษาขนาดเล็กในภาคตะวันออกเฉียงเหนือ 2) สร้างและพัฒนารูปแบบ 3) หาความก้าวหน้าของภาวะผู้นำทางการบริหารจากการใช้รูปแบบที่พัฒนาขึ้น โดยใช้ระเบียบวิธีการวิจัยและพัฒนา แบ่งเป็น 3 ระยะ คือ ระยะที่ 1 การศึกษาองค์ประกอบของภาวะผู้นำ โดยการวิเคราะห์เอกสารและงานวิจัยที่เกี่ยวข้อง และการวิจัยเชิงสำรวจ กลุ่มตัวอย่าง ได้แก่ ผู้อำนวยการและครูปฏิบัติหน้าที่รองผู้อำนวยการโรงเรียนมัธยมศึกษาขนาดเล็กในภาคตะวันออกเฉียงเหนือ จำนวน 169 โรงเรียน รวมทั้งสิ้น 338 คน ระยะที่ 2 การสร้างและพัฒนารูปแบบ และยืนยันรูปแบบโดยผู้เชี่ยวชาญ ระยะที่ 3 ทดลองใช้ ประเมินผลและพัฒนารูปแบบ โดยครูปฏิบัติหน้าที่รองผู้อำนวยการโรงเรียนมัธยมศึกษาขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนม จำนวน 6 โรงเรียน รวม 30 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ค่าร้อยละ ส่วนเบี่ยงเบนมาตรฐาน ค่าความต้องการจำเป็น และค่าร้อยละความก้าวหน้า
ผลการวิจัย พบว่า 1. องค์ประกอบภาวะผู้นำทางการบริหาร ประกอบด้วย 3 องค์ประกอบหลัก 13 องค์ประกอบรอง และ 79 ตัวบ่งชี้ ดังนี้ 1) การสร้างวิสัยทัศน์ประกอบด้วย 3 องค์ประกอบรอง และ 22 ตัวบ่งชี้ 2) การสร้างทีมงาน ประกอบด้วย 3 องค์ประกอบรอง 20 ตัวบ่งชี้ และ 3) การสร้างแรงจูงใจ ประกอบด้วย 6 องค์ประกอบรอง 32 ตัวบ่งชี้ 2. รูปแบบการพัฒนาภาวะผู้นำทางการบริหาร ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา 4) กระบวนการพัฒนา 5) สื่อ/อุปกรณ์ และ 6) การวัดและประเมินผล 3. ความก้าวหน้าของภาวะผู้นำทางการบริหาร มีค่าร้อยละความก้าวหน้าเท่ากับ 26.38
การวิจัยครั้งนี้พบว่าครูปฏิบัติหน้าที่รองผู้อำนวยการโรงเรียนมัธยมขนาดเล็กในภาคตะวันออกเฉียงเหนือ มีความต้องการพัฒนาด้านการสร้างวิสัยทัศน์ ควรพัฒนารูปแบบครอบคลุมตามเกณฑ์การประเมินผลการเรียนรู้ (KPA) ประกอบด้วย ด้านความรู้ ด้านทักษะ และด้านเจตคติ
