การบริหารงานของธุรกิจรับเหมาก่อสร้างในเขตกรุงเทพมหานครและปริมณฑล

บทความวิจัยนี้เป็นการวิจัยเชิงคุณภาพ ใช้แนวคิดแนวทางกระบวนการบริหารของ เฮนรี่ ฟาโยล (Henri Fayol) ที่ไดแบ่งหน้าที่และขั้นตอนการบริหารเป็น 5 ประการ คือ การวางแผน การจัดหน่วยงาน การสั่งการบังคับบัญชา การประสานงาน และ การควบคุม เป็นกระบวนการดำเนินงานที่นำนโยบายภาครัฐมาใช้เป็นกรอบการวิจัย พื้นที่วิจัยคือตัวแทนบริษัทผู้รับเหมาก่อสร้าง จำนวน 15 คน เจ้าหน้าที่ นักวิชาการ ผู้เชี่ยวชาญสำนักการโยธากรุงเทพมหานคร จำนวน 9 คน และหน่วยงานรัฐบาล เจ้าหน้าที่ นักวิชาการ ผู้เชี่ยวชาญสำนักการวางผังเมืองและพัฒนาเมือง 5 คน วิเคราะห์ข้อมูลโดวิธีการวิเคราะห์เอกสารเนื้อหาแล้วเขียนบรรยายเชิงพรรณนา
ผลการวิจัย พบว่า 1) การวางแผน คือ แผนการดำเนินงานการก่อสร้างที่มีความปลอดภัยในการทำงาน ไม่กระทบต่อสิ่งแวดล้อมและชุมชน แผนการเงินส่งเสริมการพัฒนาธุรกิจทางด้านเทคโนโลยีการก่อสร้าง การพัฒนาบุคลากรให้มีความรู้ทันต่อการเปลี่ยนนโยบายของภาครัฐ เทคโนโลยีในการก่อสร้าง และแผนการประเมินและการควบคุม โดยจัดเจ้าหน้าที่ประเมินการทำงานตามระยะเวลาที่กำหนด 2) การจัดองค์กร คือ การจัดบุคลากรที่มีความเชี่ยวชาญในงานสร้างหน่วยงานควบคุมความปลอดภัย มีนักกฎหมายช่วยในการให้คำปรึกษาในกระบวนการปฏิบัติงานก่อสร้าง 3) การสั่งการ คือ ตัดสินใจจัดสรรบุคลากรและมอบหมายงานให้มีเจ้าหน้าที่ควบคุมความปลอดภัย สั่งการให้อบรมแรงงานเรื่องความปลอดภัยในงาน 4) การประสานงาน คือ จัดเจ้าหน้าที่ดำเนินการประสานงานกับหน่วยงาราชการ 5) การควบคุม คือ จัดหน่วยงานหรือองค์กรควบคุมการดำเนินงานของธุรกิจ มีการประเมินผลกระทบ สิ่งแวดล้อมหรือ EIA การควบคุมมาตรฐานการก่อสร้าง การควบคุมการใช้วัสดุอุปกรณ์ในการก่อสร้าง การควบคุมเรื่องของความปลอดภัยในการดำเนินงานการก่อสร้าง
