ภาวะผู้นำกับความสำเร็จของการวางแผนยุทธศาสตร์ และการนำไปสู่การปฏิบัติ

การศึกษาที่มาผ่านมีลักษณะแยกส่วนระหว่างแนวคิดภาวะผู้นำกับแนวคิดการวางแผนยุทธศาสตร์และการนำแผนยุทธศาสตร์ไปปฏิบัติ และไม่ค่อยมีการศึกษาเกี่ยวกับภาวะผู้นำในการวางแผนยุทธศาสตร์และ การนำแผนยุทธศาสตร์ไปปฏิบัติในองค์การภาครัฐ เพื่อขยายขอบเขตของการศึกษาที่มีอยู่ บทความนี้จึงบูรณาการความรู้จาก 2 มุมมอง ได้แก่ ภาวะผู้นำและการบริหารยุทธศาสตร์ โดยมีวัตถุประสงค์เพื่อพัฒนาข้อเสนอเชิงแนวคิดรูปแบบภาวะผู้นำที่มีความสำคัญต่อความสำเร็จของการวางแผนยุทธศาสตร์และการนำไปสู่ การปฏิบัติในองค์การภาครัฐ โดยเป็นการวิจัยเชิงคุณภาพจากการเก็บรวบรวมข้อมูลเอกสารผลการศึกษาวิจัยตามเกณฑ์การคัดเลือกที่กำหนดไว้ จำนวน 5 เรื่อง และวิเคราะห์ข้อมูลด้วยการวิเคราะห์แก่นสาระ
ผลการศึกษาพบข้อเสนอเชิงแนวคิดรูปแบบภาวะผู้นำที่มีความสำคัญต่อความสำเร็จของ การวางแผนยุทธศาสตร์และการนำไปสู่การปฏิบัติในองค์การภาครัฐ ได้แก่ ภาวะผู้นำแบบทำงานเป็นทีม ภาวะผู้นำที่มีความสามารถพิเศษ ภาวะผู้นำเปลี่ยนสภาพ ภาวะผู้นำทางวัฒนธรรม ภาวะผู้นำองค์การแห่ง การเรียนรู้ และภาวะผู้นำแบบหุ้นส่วน มีความสำคัญต่อความสำเร็จของการวางแผนยุทธศาสตร์และการนำไปสู่การปฏิบัติในองค์การภาครัฐ ดังนั้น ควรมีการศึกษาวิจัยและทดสอบเชิงประจักษ์เกี่ยวกับรูปแบบภาวะผู้นำดังกล่าวกับผู้บริหารองค์การภาครัฐไทยและจัดหลักสูตรพัฒนาผู้บริหารระดับสูง ระดับกลาง และระดับต้น เกี่ยวกับภาวะผู้นำในการวางแผนยุทธศาสตร์และการนำแผนยุทธศาสตร์ไปปฏิบัติ
