การพัฒนาระบบบริการสาธารณะแบบชุมชนมีส่วนร่วมของสถาบันอุดมศึกษา กรณีการให้บริการวิชาการ มหาวิทยาลัยเทคโนโลยีราชมงคลรัตนโกสินทร์

งานวิจัยนี้เป็นการวิจัยเชิงคุณภาพ การวิจัยนี้มีวัตถุประสงค์ 3 ประการ (1) เพื่อศึกษาระบบบริการสาธารณะการให้บริการวิชาการของมหาวิทยาลัยเทคโนโลยีราชมงคลรัตนโกสินทร์ (2) เพื่อศึกษาการมีส่วนร่วมของชุมชนในการรับบริการสาธารณะการให้บริการวิชาการแบบชุมชนมีส่วนร่วมของมหาวิทยาลัยเทคโนโลยีราชมงคลรัตนโกสินทร์ และ (3) เพื่อเสนอแนะแนวทางการพัฒนาระบบบริการสาธารณะการให้บริการวิชาการแบบชุมชนมีส่วนร่วมของมหาวิทยาลัยเทคโนโลยี ราชมงคลรัตนโกสินทร์ ผู้ให้ข้อมูลสำคัญ จำนวน 24 คน ได้แก่ ผู้รับบริการที่เป็นผู้ประกอบการที่อยู่ในพื้นที่กรุงเทพมหานครและภาคกลาง เก็บข้อมูลด้วยแบบสัมภาษณ์เชิงลึก วิเคราะห์ข้อมูลด้วยการวิเคราะห์แก่นสาระ
ผลการวิจัยพบว่า
(1) ด้านการศึกษาระบบบริการสาธารณะการให้บริการวิชาการของมหาวิทยาลัยเทคโนโลยีราชมงคลรัตนโกสินทร์ พบว่า ประกอบด้วย (ก) ความสอดคล้องกับความต้องการ (ข) ความสม่ำเสมอ (ค) ความเสมอภาค (ง) ความประหยัด และ (จ) ความสะดวก (2) ด้านการศึกษาการมีส่วนร่วมของชุมชนในการรับบริการสาธารณะการให้บริการวิชาการแบบชุมชนมีส่วนร่วมของมหาวิทยาลัยเทคโนโลยีราชมงคลรัตนโกสินทร์ พบว่า ประกอบด้วย (ก) การมีส่วนร่วมรับฟังความคิดเห็น (ข) การมีส่วนร่วมวางแผน (ค) การมีส่วนร่วมตัดสินใจ (ง) การมีส่วนร่วมดำเนินการ (จ) การมีส่วนร่วมรับผิดชอบ และ (ฉ) การมีส่วนร่วมรับผลประโยชน์ และ (3) ด้านแนวทางการพัฒนาระบบบริการสาธารณะการให้บริการวิชาการแบบชุมชนมีส่วนร่วมของมหาวิทยาลัยเทคโนโลยีราชมงคลรัตนโกสินทร์ พบว่า ควรพัฒนาระบบสารสนเทศ จัดทำบันทึกข้อตกลงร่วมมือระหว่างสถาบันกับชุมชน พัฒนาหลักสูตรระยะสั้น และสื่อองค์ความรู้ดิจิทัล
