การจัดการความพร้อมขององค์กรปกครองส่วนท้องถิ่น เพื่อรองรับการเข้าสู่เขตเศรษฐกิจพิเศษของจังหวัดบึงกาฬ

บทความวิจัยฉบับนี้ มีวัตถุประสงค์เพื่อ1)ศึกษาสภาพการณ์ปัจจุบันในการเตรียมความพร้อมขององค์กรปกครองส่วนท้องถิ่น เพื่อรองรับการเข้าสู่เขตเศรษฐกิจพิเศษของจังหวัดบึงกาฬ 2)ศึกษาปัจจัยที่มีอิทธิพลต่อความพร้อมขององค์กรปกครองส่วนท้องถิ่น เพื่อรองรับการเข้าสู่เขตเศรษฐกิจพิเศษของจังหวัดบึงกาฬ และ3)ศึกษาแนวทางการพัฒนาความพร้อมขององค์กรปกครองส่วนท้องถิ่น เพื่อรองรับการเข้าสู่เขตเศรษฐกิจพิเศษของจังหวัดบึงกาฬ เป็นการวิจัยแบบผสานวิธี การวิจัยเชิงคุณภาพดําเนินการโดยการสังเกตแบบมีส่วนร่วมและการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลสําคัญ จำนวน 15 คน วิเคราะห์ข้อมูลโดยการอุปมานวิเคราะห์และการตีความ สําหรับการวิจัยเชิงปริมาณดําเนินการโดยศึกษากลุ่มตัวอย่างจํานวน 400 คน ใช้แบบสอบถามเป็นเครื่องมือในการวิจัยที่มีค่าความเชื่อมั่น 0.95 วิเคราะห์ข้อมูลโดยใช้สถิติค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยแบบมีขั้นตอน
ผลการศึกษาพบว่า 1)จากสภาพการณ์ปัจจุบันภาพรวมส่วนใหญ่เป็นการให้ความร่วมมือในการขับเคลื่อนร่วมกับหน่วยงานอื่นๆ เป็นตัวกลางสื่อสารทำความเข้าใจระหว่างหน่วยงานภาครัฐกับประชาชนในพื้นที่ที่เกี่ยวข้อง 2) ปัจจัยที่มีอิทธิพลต่อการจัดการความพร้อม พบว่าด้านเศรษฐกิจ(β = 0.141) ด้านสิ่งแวดล้อม(β = 0.135) และด้านสังคม(β = 0.129) สมการมีอำนาจการพยากรณ์ร้อยละ 78 และ 3) แนวทางการพัฒนาการจัดการเพื่อเตรียมความพร้อมจากผลกระทบด้านสิ่งแวดล้อมและด้านสังคมต่อวิถีชีวิตดั้งเดิมในท้องถิ่น คือให้องค์กรปกครองส่วนท้องถิ่นเป็นหน่วยงานหลักในการสร้างความรู้ความเข้าใจแก่ประชาชนเพื่อสามารถปรับตัวให้เหมาะสมรองรับการเข้าสู่เขตเศรษฐกิจพิเศษของจังหวัดบึงกาฬต่อไป
