ระดับการพัฒนาการบริหารตามหลักการบริหาร จัดการที่ดีขององค์การบริหารส่วนตำบล ในพื้นที่บริเวณชายแดนไทย-พม่า

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับการพัฒนาการบริหาร ประกอบด้วย 3 ด้าน คือ ด้านวัฒนธรรมองค์การ ด้านโครงสร้างองค์การ ด้านกระบวนการ/ด้านเทคโนโลยี ขององค์การบริหารส่วนตำบลในพื้นที่บริเวณชายแดนไทย-พม่าประชากรที่ใช้ในการวิจัยครั้งนี้ คือ ผู้บริหารขององค์การบริหารส่วนตำบลในพื้นที่บริเวณชายแดนไทย-พม่า ที่ตั้งอยู่ใน 10 จังหวัด คือ จังหวัดเชียงราย จังหวัดเชียงใหม่จังหวัดแม่ฮ่องสอน จังหวัดตาก จังหวัดกาญจ นบุรี จังหวัดราชบุรี จังหวัดเพชรบุรีจังหวัดประจวบคีรีขันธ์ จังหวัดชุมพร และ จังหวัดระนอง ได้กลุ่มตัวอย่างทั้งสิ้น 356คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามที่ผู้วิจัยสร้างขึ้นโดยผ่านการตรวจสอบความแม่นตรงจากผู้ทรงคุณวุฒิ มีค่าเท่ากับ 1.00 และมีค่าความเชื่อมั่นเท่ากับ .9895(α coefficient = .9895) การวิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน อันดับค่าเฉลี่ย สถิติสหสัมพันธ์ สถิติการถดถอยเชิงพหุคูณ ผลการวิเคราะห์การพัฒนาการบริหารขององค์การบริหารส่วนตำบล โดยรวมมีระดับการพัฒนามาก เมื่อพิจารณาการพัฒนาการบริหารเป็นรายด้าน พบว่าด้านวัฒนธรรมองค์การ มีค่าเฉลี่ยสูงสุด รองลงมา คือ ด้านกระบวนการ/ เทคโนโลยีและด้านโครงสร้างองค์การ ตามลำดับ

The Level of Development of Administration Based on Good Governance ofthe Sub-District Administration Organizations in Thai-Myanmar

The purposes of this research were to examine the level of development of administration, including organization culture, organization structure and process. The population of this research was chairperson of the sub-district administration organizations of 10 provinces along the Thai-Myanmar border, including Chiang Rai, Chiang Mai, Mae Hong Son, Tak, Kanchanaburi, Ratchaburi,Phetchaburi, Prachuap Khiri Khan, Chumphon and Ranong provinces. Data were collected by using questionnaires for targeted groups who were 356 chairmen of sub-district administration organizations. The instrument used for this research was questionnaire items developed to test the validity which was approved by experts with Item-Objective Congruence index at 1.00 and a confidence level at .9895 (α Coefficient = 0.9895). The statistical analysis used was descriptive statistics, percentage, mean, standard deviation, mean sequence, correlation analysis and multiple regression analysis (stepwise selection). The result of the research on level of development of administration of sub-district administration organizations was of high level. When considering each item, the highest point was organization culture, the second was process/ technology, and the least point was organization structure.
