THE QUALITY MANAGEMENT FOR NON-FORMAL EDUCATION
From the external quality management in 2009 by the Office for National
Education Standards and Quality Assessment (ONESQA), only 12.3 percent of 500District Non-Formal and Informal Education Centers (DNIECs) nationwide werefound to be of high quality. This research thus aims to examine and analyze thekey factors that contribute to the quality management of non-formal educationin Thailand. The samples consisted of the first five highest-ranking DNIECs in 2009.The research informants were composed of three groups, including DNIECs’ administrators, operators and customers. For the purpose of methodological triangulation, the data of this research were gathered from various methods, including document analysis, interview, focus group discussion and observation. The collected data were then analyzed based on the framework of the Grounded Theory and the Grand Theory. The results show that there are ten significant factors which contribute to the quality management of non-formal education. They were 1) leadership, 2) strategic planning, 3) customer and market focus, 4) knowledge management, 5) human resource focus, 6) process management, 7) cost-effectiveness analysis, 8) organizational culture, 9) educational curriculum and 10) technology.
