อยู่กับน้ำ: การจัดการปัญหาอุทกภัยของ ชุมชนหาดสวนสุข 1 จังหวัดอุบลราชธานี

บทคัดย่อ

ปี 2554 ชุมชนหาดสวนสุข 1 เป็นชุมชนหนึ่งในจังหวัดอุบลราชธานีที่ประสบปัญหาน้ำท่วมหนักในรอบ 10 ปี ทำให้ประชาชนหลายครอบครัวต้องอพยพออกจากบ้านเรือนและอาศัยอยู่ในที่พักริมถนนชั่วคราว จากการสัมภาษณ์เกี่ยวกับการจัดการรับมือและแก้ไขปัญหาน้ำท่วมของชุมชนและรัฐท้องถิ่น พบว่าหน่วยงานในส่วนจังหวัดและท้องถิ่นมีแผนการรับมือกับสถานการณ์น้ำท่วมอย่างชัดเจน และชุมชนสามารถปรับตัวในระหว่างประสบภัยพิบัติน้ำท่วม เนื่องจากเคยประสบกับปัญหาดังกล่าวมาก่อนหน้า ทั้งยังมีการช่วยเหลือของคนภายในชุมชนและเครือญาติ เช่น การช่วยกันสร้างที่พักชั่วคราว การช่วยเหลือรับฝากสิ่งของน้ำท่วม เป็นต้น ซึ่งแสดงให้เห็นการใช้ทุนทางสังคมในการจัดการปัญหาในภาวะวิกฤติ

Living with Water: Flood Disaster Management of Hat Suan Suk Community 1, Ubon Ratchatani

In 2554 Had Suansuk 1 Community faced heavy floods that caused many families to evacuate from homes and lived at shelter along roadside. This research studied 20 cases on the management and response to flooding at communities and local governmentlevel. It was found that there was clearly a local government preparation plan to deal with the flood. At the community’s level, the local people could adopt to living with flood because they used to face the problems before. There was also the help among the communities and kinship which reflected the use of their social capital among crisis.
