การเตรียมความพร้อมด้านภาษาอาเซียนในระดับอุดมศึกษาเพื่อ รองรับการเปิดประชาคมเศรษฐกิจอาเซียน จังหวัดอุบลราชธานี

บทคัดย่อ

โครงการวิจัยนี้มีวัตถุประสงค์เพื่อ (1) วิเคราะห์สถานการณ์ปัจจุบันใน การเตรียมความพร้อมด้านภาษาอาเซียนในสถาบันอุดมศึกษา จังหวัด อุบลราชธานี (2) วิเคราะห์นโยบายและแผนกลยุทธ์ในการเตรียมความพร้อมด้าน ภาษาอาเซียนในผลิตบัณฑิตสถาบันอุดมศึกษา จังหวัดอุบลราชธานี และ (3) เสนอแนะเชิงนโยบายต่อคณะกรรมการการอุดมศึกษาเพื่อเตรียมความพร้อมด้าน ภาษาอาเซียน จังหวัดอุบลราชธานี ด้วยวิธีวิจัยเชิงปริมาณ โดยใช้แบบสอบถาม ในการเก็บข้อมูลกลุ่มตัวอย่างในการศึกษา คือ สถาบันอุดมศึกษา จังหวัด อุบลราชธานี ประกอบด้วย ผู้บริหารมหาวิทยาลัยอุบลราชธานี 18 คน คณาจารย์ มหาวิทยาลัยอุบลราชธานี 155 คน และ ผู้บริหารมหาวิทยาลัยราชภัฏ อุบลราชธานี 18 คน คณาจารย์มหาวิทยาลัยราชภัฏอุบลราชธานี 143 คน การ วิเคราะห์ข้อมูลผู้วิจัยใช้โปรแกรมสำ เร็จรูปทางสังคมศาสตร์ (Statistical package for the social sciences-SPSS) ใช้สถิติเชิงพรรณนา ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการศึกษาสรุปได้ดังนี้

1. การเตรียมความพร้อมด้านภาษาอาเซียนควรมีการเตรียมความ พร้อมด้านภาษาอังกฤษมากที่สุด

2. ด้านนโยบายและแผนกลยุทธ์ในการเตรียมความพร้อมด้านภาษา อาเซียนทำให้สถาบันอุดมศึกษาในจังหวัดอุบลราชธานีได้รับรู้การเปลี่ยนแปลงและการเตรียมความพร้อมด้านภาษาอาเซียนมากขึ้น และควรมีการเตรียมความ พร้อมและพัฒนาอย่างเร่งด่วน คือ ด้านโครงสร้างพื้นฐานซึ่งจากผลการศึกษาอยู่ ในระดับน้อย

3. ข้อเสนอแนะเชิงนโยบายต่อคณะกรรมการการอุดมศึกษาเป็นไปใน ทิศทางเดียวกันคือ ด้านที่ควรได้รับการเตรียมความพร้อมและพัฒนามากที่สุดคือ ด้านโครงสร้างพื้นฐาน

ดังนั้นผู้วิจัยสามารถเสนอแนะเชิงนโยบายต่อคณะกรรมการการ อุดมศึกษาหรือหน่วยงานที่เกี่ยวข้องเพื่อเตรียมความพร้อมด้านภาษาอาเซียน จังหวัดอุบลราชธานี (เร่งด่วน) ดังนี้

1. ควรมีการพัฒนาความพร้อมด้านภาษาอาเซียนอย่างต่อเนื่อง เพื่อให้ เกิดความชำนาญในการใช้ภาษานั้นๆ

2. ควรพัฒนาศูนย์ข้อมูลข่าวสารเกี่ยวกับภาษาอาเซียน และควรให้ สาขาภาษาอังกฤษมีส่วนร่วมในการทำโครงการด้านการจัดตั้งองค์กรภาษาและ ศูนย์ภาษาให้ได้มาตรฐานตามแผนยุทธศาสตร์อุดมศึกษาไทยในการเตรียมความ พร้อมสู่การเป็นประชาคมอาเซียน

3. ควรมีการจัดตั้งองค์กรดำเนินงานภาษาอาเซียน เช่น สมาคม ชมรม ภาษาอาเซียน ให้ได้มาตรฐานตามแผนยุทธศาสตร์อุดมศึกษาไทยในการเตรียม ความพร้อมสู่การเป็นประชาคมอาเซียน

4. ควรนำเทคโนโลยีมาใช้ในการเตรียมความพร้อมภาษาอาเซียน

5. ควรให้ความสำคัญผลักดันและพัฒนาในการเตรียมความพร้อมด้าน ภาษาอาเซียนให้มากขึ้นและติดตามผลงานตลอดเวลา อีกทั้งหน่วยงานที่เกี่ยวข้อง ควรจัดทำแผนหรือนโยบายเชิงรุกในการเตรียมความพร้อมด้านภาษาอาเซียนให้ มากขึ้น และให้ความร่วมมือกับองค์กรต่างๆโดยสถาบันการศึกษาระหว่างประเทศ ในกลุ่มอาเซียนให้มากกว่านี้

6. ควรจัดกิจกรรมเชิญชาวต่างประเทศสมาชิกอาเซียนมาพบปะ แลกเปลี่ยนข้อมูลข่าวสาร เพื่อเป็นการเรียนรู้ซึ่งกันและกัน อีกทั้งควรจัดกิจกรรม การเตรียมความพร้อมให้กับหลักสูตร และควรเพิ่มการเรียนการสอนหรือกิจกรรม นอกหลักสูตรที่ใช้ภาษาอาเซียนให้มากขึ้น

7. ควรเน้นให้สถาบันเปิดสอนรายวิชาที่สามารถนับหน่วยกิตได้ที่มีคำว่า (ASEAN) อยู่ในชื่อรายวิชาด้วย

8. ควรเน้นให้สถาบันเพิ่มหรือมีการแลกเปลี่ยนนักศึกษาจากประเทศ เพื่อนบ้านกับทั้งมหาวิทยาลัยอุบลราชธานีและมหาวิทยาลัยราชภัฏอุบลราชธานี ให้มากขึ้น

9. ควรเข้ามาให้ความช่วยเหลือในการจัดหาวิทยากรที่เกี่ยวข้องกับการ เตรียมความพร้อมด้านภาษาอาเซียนมาฝึกอบรมในสถาบันอุดมศึกษาให้มากขึ้น

10.ควรเข้ามาช่วยเหลือในการแต่งตั้งผู้รับผิดชอบโครงการเตรียมความ พร้อมด้านภาษาอังกฤษสำหรับนักศึกษาพยาบาลสถาบันการศึกษาให้มากขึ้นและ เพียงพอต่อความต้องการของสถาบันในปัจจุบัน

This project aims to (1) to analyze the current situation in preparation for Asian languages in higher education institutions in Ubon Ratchathani province (2) to analyze policy and strategic plan to prepare ASEAN languages for graduates of higher education institutions in Ubon Ratchathani and (3) to find policy recommendations for the Board of higher education to prepare the ASEAN languages in Ubon Ratchathani province. The study was a quantitative research used questionnaires to collect data. The respondents were from higher education institutions in Ubon Ratchathani, including Ubon Ratchathani University and Ubon Ratchathani Rajabhat University. According to Ubon Ratchathani University, the respondents from the Board team 18 persons and lecturers 155 persons. The respondents from Ubon Ratchathani Rajabhat University were consist of 18 persons of the board team and 143 lecturers. The data were analyzed by using a ready-made computer program. The descriptive statistics used in the study were frequency, percentage mean, and standard deviation. The results were as follows:

1. English was the most agreed to prepare for ASEAN languages.

2. Policy and a strategic plan of ASEAN languages, causing higher education institutions in the province have recognized the change and prepare more Asian languages. It was suggested that the urgent development was Infrastructure, which results in a low level.

3. Policy recommendations to the Board of higher education was moving in the same direction that was the most urgent developed of higher was Infrastructure.

Thus, there were some recommendations on policy to the Board of higher education or the relevant authorities to urgently prepare the ASEAN languages in Ubon Ratchathani as follows.

1. ASEAN languages should be developed continually to promote proficiency in the use of the languages.

2. Asian languages Information Center should be developed. Accordingly, English co-operated and involved in the project for the establishment of a standard Asian languages center following higher education strategic plan preparation towards the ASEAN community.

3. There should be the establishment of the Association of Asian languages, such as ASEAN language association or club preparing to become an ASEAN Community.

4. Technology should be used to prepare Asian languages.

5. It is important to push and develop in preparation more for ASEAN languages and progress following all of the time. Besides, the relevant authorities should proactively plan or policy to prepare more ASEAN languages. Furthermore, it should be cooperated with another organizations, especially educational institutions among the ASEAN countries.

6. The events should be set for ASEAN member countries to meet for information exchanging in order to learn from each other. Additionally, the events should prepare for the course. And also It should be added instructional or extracurricular activities that use ASEAN languages.

7. The educational institution should offer the courses that can count for credits that include (ASEAN) in the course name.

8. Ubon Ratchathani University and Ubon Ratchathani Rajabhat University should focus to increase the exchange of students from neighboring countries

9. It should be supported more for the provision of trainers involved in preparing ASEAN languages in higher education institutions.

10. It should be set the team of an English Project Preparation for nursing students to be more adequate to the needs of the institution.
