การพัฒนานวัตกรชาวบ้านสู่การพัฒนาที่ยั่งยืนจังหวัดเชียงราย

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อค้นหาชุมชนต้นแบบการพัฒนานวัตกรชาวบ้านสู่การพัฒนาที่ยั่งยืนจังหวัดเชียงราย 2) เพื่อศึกษากระบวนการสร้างนวัตกรชาวบ้านของชุมชนต้นแบบจังหวัดเชียงราย และ 3) เพื่อศึกษาเงื่อนไขความสำเร็จของการพัฒนานวัตกรชาวบ้านสู่การพัฒนาที่ยั่งยืน ทำการศึกษาวิจัยเชิงคุณภาพโดยมีเครื่องมือหลักคือประเด็นการสนทนากลุ่ม การสัมภาษณ์ และการสังเกตแบบมีส่วนร่วมในกิจกรรมการพัฒนาของชุมชนในพื้นที่จังหวัดเชียงราย ผู้ให้ข้อมูลหลัก จำนวน 20 คน โดยวิเคราะห์เชิงเนื้อหา ผลการวิจัย พบว่า 1) การค้นหาชุมชนต้นแบบใช้หลักการดำเนินงานอย่างมีส่วนร่วมกับภาคีเครือข่าย ได้แก่ ภาครัฐ ตัวแทนภาคประชาสังคม และภาคีภาคเอกชน รวมถึงภาคการศึกษา โดยมี 6 ชุมชนต้นแบบการพัฒนานวัตกรชาวบ้าน ปรากฏนิยามร่วมการพัฒนาศักยภาพบุคคลให้เป็นแกนนำ ผู้นำนักพัฒนาบนพื้นฐานทุนและภูมิปัญญาของชุมชนที่จะเป็น “นวัตกรชาวบ้าน” 2) กระบวนการสร้างนวัตกรชาวบ้านของชุมชนต้นแบบจังหวัดเชียงราย ประกอบด้วย 2.1 กระบวนการเรียนรู้ องค์ความรู้ ภูมิปัญญา 2.2 กระบวนการทางสังคมของผู้นำ และ 2.3 กระบวนการเสริมพลังภาคีเครือข่าย และ 3) เงื่อนไขความสำเร็จของการพัฒนานวัตกรชาวบ้านสู่การพัฒนาที่ยั่งยืน ประกอบด้วย 3.1 องค์ความรู้ 3.2 ภาวะผู้นำกับการพัฒนา 3.3 การสร้างภาคีเครือข่าย และ 3.4 การพัฒนาองค์ความรู้การพัฒนาที่ยั่งยืน โดยนำสู่การพัฒนาที่ยั่งยืนของจังหวัดเชียงรายในการขับเคลื่อนชุมชนด้วยการพัฒนาเศรษฐกิจ ความรับผิดชอบต่อสังคม และการดูแลรักษาทรัพยากรธรรมชาติอย่างยั่งยืน
