บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาโลกทัศน์ของครอบครัวข้ามแดนในชุมชนชายแดนไทย-ลาว ต่อการสร้างความเป็นพลเมืองเชิงซ้อนจากข้างล่าง เพื่อต่อรองกับความเป็นพลเมืองเชิงเดี่ยวของรัฐชาติที่อยู่บนฐานของกฎหมาย ใช้การวิจัยเชิงคุณภาพตามแนวทางศึกษาปรากฏการณ์วิทยา เก็บข้อมูลด้วยการสัมภาษณ์เชิงลึกร่วมกับการสังเกต ในระหว่างเดือนเมษายน 2562 ถึงเดือนมีนาคม 2563 มีผู้ให้ข้อมูล 50 คน ประกอบด้วย ตัวแทนครอบครัวข้ามแดน ผู้นำชุมชน เจ้าหน้าที่รัฐและนักพัฒนาเอกชน จากชุมชนชายแดนไทย-ลาว แห่งหนึ่งในอำเภอนาตาล จังหวัดอุบลราชธานี ผลการวิจัย ทำให้เห็นถึงพัฒนาการของครอบครัวข้ามแดนในชุมชนชายแดนไทย-ลาว และรูปแบบครอบครัวลักษณะต่าง ๆ ครอบครัวเหล่านี้ไม่ได้เกิดจากแต่งงานตามกฎหมายไทยและลาว จึงทำให้สมาชิกอย่างน้อยหนึ่งคนไม่มีสถานะความเป็นพลเมืองทางกฎหมายของไทย กลายเป็น กลุ่มคนข้างล่างที่ด้อยสิทธิและอำนาจ จนต้องประกอบสร้างความเป็นพลเมืองเชิงซ้อนจากข้างล่าง เพื่อต่อรองกับความเป็นพลเมืองของรัฐชาติ ผ่านปฏิบัติการใช้วิถีชีวิตสองถิ่นที่ในฝั่งไทยและฝั่งลาว ภายใต้โลกทัศน์ความเป็นคนสองฝั่งโขง ความเป็นลูกหลานพระเจ้าใหญ่องค์ตื้อ และความจงรักภักดีต่อสถาบันกษัตริย์ไทย ด้วยปรารถนาให้ครอบครัวเข้าถึงทรัพยากร สิทธิและสวัสดิการ เพื่อสร้างความมั่นคงและลดความเสี่ยง ปฏิบัติการดังกล่าวเกิดขึ้นภายใต้บริบทที่เส้นเขตแดนรัฐชาติเปิดกว้าง และโลกที่เชื่อมโยงถึงกันจากโลกา- ภิวัตน์ การศึกษานี้มีข้อเสนอว่ารัฐไทยและลาวควรมีนโยบายรองรับครอบครัวข้ามแดนโดยคำนึงถึงบริบท วิถีการดำรงชีพ และโลกทางสังคมของคนท้องถิ่นในชุมชนชายแดนไทย-ลาว
