บทคัดย่อ
งานวิจัยนี้มีวัตถุประสงค์ 3 ประการ คือ 1) เพื่อศึกษาสถานการณ์และบริบทที่เกี่ยวข้องกับบริการสุขภาพในพื้นที่ชายแดนกัมพูชาและลาว 2) เพื่อศึกษาปัจจัยที่ทำให้คนกัมพูชาและลาวข้ามพรมแดนมาใช้บริการด้านสุขภาพในจังหวัดอุบลราชธานีและจังหวัดใกล้เคียง และ 3) เพื่อศึกษารูปแบบการข้ามแดนของชาวกัมพูชาและลาวที่ใช้บริการสาธารณสุขในจังหวัดอุบลราชธานีและจังหวัดใกล้เคียง ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึก
ผลการวิจัยพบว่า 1) สถานการณ์และบริบทที่เกี่ยวข้องกับบริการสุขภาพในพื้นที่ชายแดนกัมพูชาและลาวมี 2 ประการคือ ลักษณะทางภูมิศาสตร์และยุทธศาสตร์และนโยบายด้านการสาธารณสุขของประเทศ โดยลักษณะทางภูมิศาสตร์เป็นทั้งปัจจัยผลักดันและปัจจัยดึงดูด ส่วนยุทธศาสตร์และนโยบายด้านสาธารณสุขนั้นเป็นปัจจัยผลักดันที่ทำให้เกิดการข้ามแดนเพื่อรับบริการสุขภาพ 2) ปัจจัยที่ทำให้คนกัมพูชาและลาวข้ามพรมแดนมาใช้บริการด้านสุขภาพในจังหวัดอุบลราชธานีและจังหวัดใกล้เคียงนั้นประกอบด้วยปัจจัยด้านภูมิศาสตร์สังคมและปัจจัยส่วนบุคคลคือการแสวงหาระบบบริการสุขภาพที่เหมาะสมกับตนและความยินดีที่จะซื้อบริการสุขภาพในประเทศปลายทาง และ 3) รูปแบบการข้ามแดนเพื่อใช้บริการสุขภาพในจังหวัดอุบลราชธานีและใกล้เคียงของชาวกัมพูชาและชาวลาวนั้นมี 2 รูปแบบ คือ การใช้เอกสารทางการที่ประเทศต้นทางออกให้ได้แก่หนังสือเดินทาง บัตรผ่านแดน และหนังสือผ่านแดนชั่วคราว ซึ่งมักเป็นกลุ่มที่ประสงค์จะเข้ารับบริการสุขภาพในพื้นที่ตอนในของประเทศปลายทาง และการข้ามแดนที่ไม่ต้องใช้เอกสารทางการ ซึ่งมักเป็นกลุ่มที่ประสงค์เข้ารับบริการสุขภาพในสถานบริการสุขภาพที่อยู่ตามแนวชายแดน
