Development of Social Welfare System for the Elderly People to Inequality Reduction: The Case of Nongkungsri Municipality, Nongkungsri District, Kalasin Province

Abstract
This study aimed to examine the development of social welfare for the elderly population with a focus on challenges, impediments for mitigating disparities. The case study centered on elderly residents in the Nong Kung Si Sub-district, Nong Kung Si District, Kalasin Province. The research methodology employed, interview guide, utilizing in-depth interviews and focus group discussions. The study population comprised 30 participants, including administrators, government officials, community leaders, elderly residents, and relevant stakeholders, who were selected through purposive sampling. The findings revealed that elderly income, health, housing, potential and policies should be developed key obstacles to developing social welfare for the elderly include health issues such as physical weakness and chronic illnesses; mental health issues such as stress, loneliness, abandonment; and occupational challenges related to generating supplementary income, finding employment, and securing market access for products. The community-based approach to developing social welfare for the elderly encompasses health promotion activities aimed at enhancing the quality of life of seniors, including mindfulness practices, physical exercise, health-promoting events, and traditional cultural activities on significant days. Additionally, initiatives support income generation through handicrafts and the establishment of welfare funds and loan funds for the elderly.
