การพัฒนารูปแบบการบริหารราชการแบบมีส่วนร่วมของภาคประชาสังคมในการบริหารงานของเทศบาลนครเกาะสมุย

บทคัดย่อ
การวิจัยมีวัตถุประสงค์เพื่อ 1) ศึกษาระดับการบริหารราชการแบบมีส่วนร่วมของภาคประชาสังคมในการบริหารงานของเทศบาลนครเกาะสมุย 2) ศึกษาปัจจัยที่ส่งผลต่อการบริหารราชการแบบมีส่วนร่วมของภาคประชาสังคมในการบริหารงานเทศบาลนครเกาะสมุย และ 3) พัฒนารูปแบบการการบริหารราชการแบบมีส่วนร่วมของภาคประชาสังคมในการบริหารงานของเทศบาลนครเกาะสมุย เป็นการวิจัยแบบผสมผสาน เก็บข้อมูลจากการสุ่มตัวอย่างแบบแบ่งชั้นภูมิ จำนวน 338 คน ด้วยแบบสอบถาม มีผู้ให้ข้อมูลหลักคัดเลือกแบบเจาะจง จำนวน 25 คน เก็บข้อมูลด้วยการสัมภาษณ์เชิงลึก วิเคราะห์ข้อมูลเชิงปริมาณด้วยสถิติ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และสมการโครงสร้าง วิเคราะห์ข้อมูลเชิงคุณภาพด้วยการวิเคราะห์เชิงเนื้อหา ผลการวิจัยพบว่า การบริหารราชการแบบมีส่วนร่วมอยู่ในระดับปานกลาง มีปัจจัยการเมืองเป็นปัจจัยสำคัญ รองลงมาปัจจัยด้านการบริหารจัดการ และปัจจัยด้านสังคม ตามลำดับ ทั้ง 3 ปัจจัยมีความสอดคล้องกับการบริหารราชการแบบมีส่วนร่วม โดยควรจัดทำประชาพิจารณ์ ลงประชามติในประเด็นสาธารณะ ปรับปรุงกฎหมาย ระเบียบให้เอื้อต่อการมีส่วนร่วม
