The Development of Participatory Governance Model of The Civil Society Sector in The Administration of Koh Samui Municipality

Abstract
The purposes of this study were 1) to study the level of participatory governance of the civil society sector in the administration of Koh Samui Municipality, 2) to study factors affecting participatory governance of the civil society sector in the administration of Koh Samui Municipality, and 3) to develop participatory governance model of the civil society sector in the administration of Koh Samui Municipality. It is a mixed methods research. Datum was collected from a stratified random sampling of 338 samples using questionnaire. Twenty-five key stakeholders were chosen on the basis of purposive sampling using in-depth interviews. Quantitative data was analyzed with statistics, mean, standard deviation, and structural equation modeling. Qualitative data was analyzed with content analysis. The study results found that participatory governance was at the level of ‘moderate’. Political factor was an important factor, followed by management factor, and social factors respectively. All three factors are consistent with participatory governance. Public hearings and referendums on public issues, laws and regulations improvement to facilitate participation.
