บทคัดย่อ
บทความฉบับนี้มุ่งอธิบายถึงสถานการณ์การใช้ยุทธศาสตร์การพัฒนาความสัมพันธ์ระหว่างประเทศภายใต้แนวคิดเมืองพี่เมืองน้อง (Sister cities) ของไทยกับสาธารณรัฐประชาธิปไตยประชาชนลาว (สปป.ลาว) ในปัจจุบัน ซึ่งเป็นกุญแจสำคัญของการดำเนินความสัมพันธ์ระหว่างประเทศ อันจะนำไปสู่ความร่วมมือด้านนโยบายสำคัญเพื่อให้สอดคล้องกับเป้าหมายการเสริมสร้างความสัมพันธ์และความเข้าใจที่ดีต่อกันในระดับประชาชน ซึ่งปัจจุบันผลการดำเนินงานที่ปรากฏชัดเจนในพื้นที่จังหวัดมุกดาหาร-สะหวันนะเขต ที่มีการสร้างความร่วมมือในหลายมิติ ได้แก่ ด้านความมั่นคง ด้านสังคมและวัฒนธรรม ด้านการค้าชายแดนบนเส้นทาง R9 ด้าน การพัฒนาทรัพยากรบุคคล รวมถึงการขยายคู่ความสัมพันธ์ไปยังอีก 2 ประเทศใกล้เคียง ซึ่งเป็นผลจากการสนับสนุนของรัฐในการดำเนินงานอย่างเข็มแข็งร่วมกับภาคีเครือข่ายทางสังคมจากทั้งสองประเทศ นอกจากนี้บทความนี้ยังสะท้อนปัญหาและอุปสรรคในการดำเนินงานที่เป็นประเด็นสำคัญทั้งหน่วยงานที่เกี่ยวข้องทั้งสองประเทศต้องนำไปพิจารณาเพื่อแก้ไขให้สอดคล้องกับการเปลี่ยนแปลงของสังคมโลกและเสริมศักยภาพในการดำเนินงานในอนาคต
