การจัดการขยะของชุมชนบนฐานทุนทางวัฒนธรรมวิถีอีสาน กรณีชุมชนในเขตเทศบาลตำบลบ้านผือ อำเภอหนองเรือ จังหวัดขอนแก่น

บทคัดย่อ
บทความนี้มุ่งศึกษาการจัดการขยะบนฐานของทุนทางวัฒนธรรมวิถีอีสาน ที่เหมาะสมต่อชุมชน ใช้ระเบียบวิธีการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์กลุ่มผู้นำที่เป็นทางการและผู้นำที่ไม่เป็นทางการ ผู้รู้ในชุมชน ตัวแทนครัวเรือนที่มีส่วนร่วมในกิจกรรมทางสังคมและมีบทบาทในการจัดการขยะของชุมชน การสัมภาษณ์เจ้าหน้าที่รัฐที่เกี่ยวข้อง ตลอดจนการสนทนากลุ่มเพื่อร่วมกันวิเคราะห์ศักยภาพ จุดอ่อน และจุดแข็งในกระบวนการจัดการขยะของชุมชนในเขตเทศบาลตำบลบ้านผือ อำเภอหนองเรือ จังหวัดขอนแก่น ผลการวิจัยพบว่าชุมชนได้ใช้ทุนทางวัฒนธรรม โดยเฉพาะ “ทุนทางวัฒนธรรมวิถีอีสาน” เข้ามาเป็นฐานในการจัดการขยะในลักษณะที่ช่วยเหลือเกื้อกูลกันในรูปแบบ “กองทุนฌาปณกิจขยะ” จนกลายมาเป็นกลไกในการขับเคลื่อนและพัฒนาชุมชนด้านต่าง ๆ แบบองค์รวม ความเข้มแข็งของชุมชนถูกสร้างขึ้นบนฐานของทุนทางวัฒนธรรมวิถีอีสาน ทำให้ชุมชนมีอำนาจต่อรองกับภายนอก และสร้างการมีส่วนร่วมในกระบวนการพัฒนาชุมชน ผ่านกิจกรรมทางสังคมรูปแบบต่าง ๆ ผลการวิจัยครั้งนี้จึงสะท้อนการจัดการขยะของชุมชนบนฐานของทุนทางวัฒนธรรมวิถีอีสานที่ชัดเจน
