Cooperation in the Development of Education along Thailand-Laos Border through a Partners Network on Higher Education

Abstract

This research aimed to study the condition of educational management along ThailandLaos border through a member network of higher education partners and to study the development
of cooperation along Thailand - Laos border through a member network of higher education. The
participants in this research consisted of 100 informants and 10 co-operators. The research
instrument was an interviewing form. The collected data were analyzed by induction. The results
were presented using descriptive analysis. The research results were as follows: 1) the condition of
education management along the Thailand - Laos border found that the educational management
according to the National Education Act lacked readiness to develop all aspects. Management did
not comply with the school context. Students lacked learning resources. The number of teachers
was not enough for classes. The schools lacked budget for education. There was no learning
network through distance innovation. The schools lacked personal development and professional
administrators. The community leaders did not cooperate with the schools. 2) Regarding the
guidelines for creating educational development cooperation along the Thailand-Laos border
through a member network of higher education, it was found that it should develop cooperation
network model in the learning process with the use of innovation, media, and modern technology
in teaching and learning. The development of teachers and educational personnel has to conduct
the activities every year and build the cooperation of internship students. The university has to
organize various projects with agreements together. There should be an established organization
that all parties accept and develop operation together. There should be measures to promote

standard learning management, the use of technology for learning and exchanging, and the
evaluation forms which was created together.
