ยุทธศาสตร์การเสริมสร้างภูมิคุ้มกันทางสังคมของเด็กและเยาวชน ระดับประถมศึกษาในเขตเทศบาลนครอุดรธานี; Strategy Strengthening Social Immunity of Children and Youth in Primary Education Level in Udon Thani City Area

บทคัดย่อ

งานวิจัยนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษาปัจจัยเสี่ยงทางสังคมของเด็กและเยาวชนระดับประถมศึกษาในเขตเทศบาลนครอุดรธานี 2) ศึกษาภูมิคุ้มกันทางสังคมของเด็กและเยาวชนระดับประถมศึกษาในเขตเทศบาลนครอุดรธานี 3) กำหนดยุทธศาสตร์การเสริมสร้างภูมิคุ้มกันทางสังคมของเด็กและเยาวชน ระดับประถมศึกษาในเขตเทศบาลนครอุดรธานี เป็นการวิจัยแบบผสม (Mixed Method Research) ดำเนินการวิจัย 3 ระยะ ประชากรและกลุ่มเป้าหมายได้แก่ นักเรียนระดับประถมศึกษาในเขตเทศบาลนครอุดรธานี 19,245 คน ผู้มีส่วนเกี่ยวข้อง 20 คน ผู้เชี่ยวชาญ 20 คน และผู้ทรงคุณวุฒิ 30 คน

ผลการวิจัย พบว่า ปัจจัยเสี่ยงทางสังคมของเด็กและเยาวชนภาพรวม คือ 1) ด้านคุณธรรม จริยธรรม 2) ด้านสุขภาพ 3) ด้านสื่อ 4) ด้านอบายมุข และ 5) ด้านเพศ ส่วนภูมิคุ้มกันทางสังคมของเด็กและเยาวชนฯ จำแนกเป็น 2 มิติ คือ มิติที่ 1 ระบบการทำงานและกลไกภูมิคุ้มกันทางสังคมของของเด็กและเยาวชนระดับประถมศึกษาในเขตเทศบาลนครอุดรธานี 4 ด้าน ประกอบด้วย 1) ระบบและกลไกด้านบุคคล 2) ระบบและกลไกด้านครอบครัว 3) ระบบและกลไกด้านชุมชน และ 4) ระบบและกลไกด้านหน่วยงานที่เกี่ยวข้อง และมิติที่ 2 การเสริมสร้างภูมิคุ้มกันทางสังคมของของเด็กและเยาวชน ประกอบด้วย 1) ด้านบุคคล 2) ด้านครอบครัว 3) ด้านชุมชน 4) ด้านกฎหมาย และ 5) ด้านอื่นๆ เช่น การรู้เท่าทันสื่อ การเรียนรู้วิถีชีวิตชาวพุทธ และผู้ใหญ่เป็นแบบอย่างที่ดี เป็นต้น

ดังนั้น ยุทธศาสตร์การเสริมสร้างภูมิคุ้มกันทางสังคมของเด็กและเยาวชน ระดับประถมศึกษา ที่มีความเหมาะสมและความเป็นไปได้ จึงประกอบด้วย 4 ยุทธศาสตร์ ได้แก่ 1) การเสริมสร้างภูมิคุ้มกันทางสังคมของเด็กและเยาวชน 2) การพัฒนาความเข้มแข็งทางด้านร่างกายและจิตใจของเด็กและเยาวชน 3) การพัฒนาคุณธรรมและจริยธรรมของเด็กและเยาวชน และ 4) การพัฒนาประสิทธิภาพของระบบและกลไกคุ้มครองเด็กและเยาวชน

Abstract

          The purposes of this research were: 1) to study social risk factors for children and youth of primary schools in Udon Thani Municipality, 2) to study social immunity for children and youth of primary schools in Udon Thani Municipality, and 3) to develop strategy for reinforcing social immunity for children and youth of primary schools in Udon Thani Municipality. The design of this research was Mixed Methods Research divided into 3 phrases. The population and the target group sample of this research consisted of 19,245 students of primary schools in Udon Thani Municipality; 20 people and 30 experts involved in the study.

          The results showed that the whole social risk factors for children and youth were 1) moral, 2) health, 3) media, 4) the vices, and 5) gender. The results of reinforcing social immunity for children and youths were as follows. First, the immune system and the mechanisms of social immunity for children and youth of primary schools in Udon Thani Municipality consisted of four aspects: 1) personal systems and mechanisms, 2) systems and mechanisms for the family, 3) systems and mechanisms for the community, and 4) systems and mechanisms for relevant organizations. Second, the results of reinforcing social immunity for children and youth were 1) the person, 2) the family, 3) the community, 4) the law, and 5) others such as children and youth’ understanding about media literacy, Buddhist way of life, and good models by adults.

Thus, the suitability and feasibility of the strategy for reinforcing social immunity for children and youth of primary schools consisted of four strategies: 1) reinforcing social immunity for children and youth, 2) the development of the strength of body and mind for children and youth, 3) moral development of children and youth, and 4) development of effective systems and mechanisms to protect children and youth.
