แนวทางการพัฒนาการจัดการศูนย์ส่งเสริมและผลิตเมล็ดพันธุ์ข้าวชุมชนในจังหวัดกาฬสินธุ์สู่ความยั่งยืน

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพการจัดการศูนย์ส่งเสริมและผลิตเมล็ดพันธุ์ข้าวชุมชนในจังหวัดกาฬสินธุ์ 2) ศึกษาปัจจัยที่มีต่อความสำเร็จในการจัดการศูนย์ส่งเสริมและผลิตเมล็ดพันธุ์ข้าวชุมชนในจังหวัดกาฬสินธุ์ และ 3) หาแนวทางในการพัฒนาศูนย์ส่งเสริมและผลิตเมล็ดพันธุ์ข้าวชุมชนในจังหวัดกาฬสินธุ์สู่ความยั่งยืน การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ ผู้ให้ข้อมูลมีจำนวน 18 ราย ประกอบด้วย ประธานกลุ่ม รองประธานกลุ่ม คณะกรรมการกลุ่ม สมาชิกกลุ่ม และเจ้าหน้าที่ที่ให้การสนับสนุนจากหน่วยงานที่เกี่ยวข้อง เครื่องมือที่ใช้ในการรวบรวมข้อมูลจากแนวทางการสัมภาษณ์เชิงลึก แนวทางการสังเกต สมุดจดบันทึกภาคสนามเพื่อจดบันทึกข้อมูลที่ได้จากการสัมภาษณ์ การสังเกตจากปรากฏการณ์หรือสถานการณ์ที่เกิดขึ้น ตลอดการศึกษาจากเอกสารกลุ่ม สำหรับส่วนการวิเคราะห์ข้อมูลได้ใช้วิธีวิเคราะห์ข้อมูลเชิงพรรณนา และการวิเคราะห์เชิงตีความ

ผลการวิจัยพบว่า

1) สภาพการจัดการศูนย์ส่งเสริมและผลิตเมล็ดพันธุ์ข้าวชุมชนในจังหวัดกาฬสินธุ์ เริ่มจากการจัดตั้งและการจัดการกลุ่ม การวางแผนการผลิตและจัดทำแผนธุรกิจ การจัดการด้านการผลิตและการเพิ่มมูลค่าสินค้า การตลาด การประชาสัมพันธ์ การเงิน และการทำบัญชี

2) ปัจจัยที่มีต่อความสำเร็จในการจัดการศูนย์ส่งเสริมและผลิตเมล็ดพันธุ์ข้าวชุมชนในจังหวัดกาฬสินธุ์ ซึ่งสามารถเรียงจากมากไปหาน้อย ได้แก่ การมีผู้นำที่ดี ความสามัคคีของสมาชิก การมีส่วนร่วมของสมาชิกกลุ่ม นโยบายภาครัฐ การสนับสนุนจากหน่วยงานและเจ้าหน้าที่ที่เกี่ยวข้อง

3) แนวทางในการพัฒนาศูนย์ส่งเสริมและผลิตเมล็ดพันธุ์ข้าวชุมชนในจังหวัดกาฬสินธุ์สู่ความยั่งยืน ได้แก่ การพัฒนาด้านการเพิ่มพูนองค์ความรู้ให้กับสมาชิกกลุ่ม การบริหารจัดการกลุ่มพึ่งพากันแบบครอบครัวเสมือนพี่กับน้อง การเพิ่มมูลค่าด้วยการแปรรูปเมล็ดพันธุ์ การมีตลาดรองรับที่ยั่งยืน ตลอดจนการสนับสนุนจากหน่วยงานภาครัฐ และการส่งเสริมให้เจ้าหน้าที่จากหน่วยงานภาครัฐที่เกี่ยวข้องเข้ามาเป็นสมาชิกกลุ่ม

Means to Improve the Management of the Center For Promoting Sustainable Rice Production in Kalasin Province

This research aims to 1) study the aspects of the management of the center for Promoting Sustainable Rice Production in kalasin province, 2) examine factors of success for the center in kalasin province and 3) discover means to improve the sustainable management of the Center in kalasin province. This is qualitative research. The informants were eighteen cases consisting of the group leader, deputy group leader, committee members, group members and officers from relevant organizations. Data were collected using In-depth Interview, Participant and Non-participant Observations and field notes. The Descriptive and Interpretive Analysis Methods were used to analyze data.

Results were as followers:

1) The aspects of the management of the center for Promoting Sustainable Rice Production in kalasin province begin group establishment and management, production planning and business plans, production management and product value-added, marketing, public relations, finance and marketing.

2) Factors of success for the Center in kalasin province, from the most to the least significant, were having good group leaders, having harmony among group members, participation of the group member, government policy, and being supported by the relevant organizations and officers.

3) Means to improve the center in kalasin province were to increase of knowledge to the group members, improve the management of the group using family relationships, add value by processing rice seeds to be other products, secure a reliable and sustainable market, obtain support from governmental organizations and increase the credibility of the group through recruiting government officers into the group.
