ยุทธศาสตร์การพัฒนาระบบบริหารจัดการศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่น

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาปัญหาและความต้องการจำเป็นในระบบการบริหารจัดการศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่น  เพื่อสร้างยุทธศาสตร์  เพื่อทดลองใช้และประเมินผลยุทธศาสตร์  เป็นการวิจัยแบบผสม (Mix-Method) ดำเนินการวิจัย 3 ระยะ ใช้เวลาในการวิจัยดังนี้ระยะที่ 1 การสำรวจปัญหาและความต้องการ ดำเนินการวิจัย 6 เดือน  ระยะที่ 2 การสร้างยุทธศาสตร์ ดำเนินการวิจัย 6 เดือน  และระยะที่ 3 ทดลองใช้และประเมินผลการยุทธศาสตร์ ดำเนินการ 4 เดือน ประชากร ได้แก่ ศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่นในพื้นที่ภาคตะวันเฉียงเหนือตอนบน 5 จังหวัดเก็บรวบรวมข้อมูลทางไปรษณีย์ การสนทนากลุ่ม และเก็บด้วยตนเอง วิเคราะห์ข้อมูลด้วยสถิติค่าความถี่ ค่าร้อยละ ส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1) ปัญหาและความต้องการจำเป็นในระบบการบริหารจัดการศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่น มีปัญหาและความต้องการอยู่ในระดับมาก  จัดลำดับความสำคัญความต้องการจำเป็นคือด้านการประกันคุณภาพการศึกษาและนำข้อมูลมาจัดทำยุทธศาสตร์  2) ผลการสร้างยุทธศาสตร์การประกันคุณภาพการศึกษาศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่นได้ยุทธศาสตร์ 5 ประเด็นยุทธศาสตร์ประกอบด้วย ยุทธศาสตร์ด้านบุคลากร ด้านหลักสูตรและการสอน ด้านอาคารสถานที่สิ่งแวดล้อมและความปลอดภัย ด้านการส่งเสริมสุขภาพและด้านการมีส่วนร่วมของผู้ปกครองและชุมชน ผลการประเมินความเป็นไปได้ของยุทธศาสตร์พบว่ามีความเป็นไปได้ในระดับมากทุกประเด็นยุทธศาสตร์ และการประเมินความพึงพอใจของผู้ปกครองต่อยุทธศาสตร์การประกันคุณภาพการศึกษาศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่นพบว่าผู้ปกครองมีความพึงพอใจระดับมาก

Development Strategies of Management system for Early Childhood Center Under Local Administrative Organization

The purposes of this research were to 1) study the problems and needs in management for early childhood in sub-district administrative organization 2) construct strategies of management for early childhood in sub-district administrative organization and 3) test and evaluate the results of strategies of management for early childhood in sub-district administrative organization.  It was the Mixed-Method Research, take time to research the following 3 phases: Phase 1. study the problems and needs Research conducted 6 months Phase 2 building strategy. Research conducted 6 months and Phase 3 trials and evaluation of strategic action for 4 months.   The results were as follows: 1) The problems and needs in management for early childhood in sub-district administrative organization were the same directions.  Both problems and needs in management for early childhood in sub-district administrative organization were at the high level.  The important need was educational quality assurance. 2) The result of constructing strategies of management for early childhood in sub-district administrative organization was found that the educational quality assurance of the early childhood in sub-district administrative organization consisted of five strategies, 3) The results of strategic evaluation .The evaluation of the practicable strategy in educational quality assurance of early childhood in sub-district administrative organization was found that most of them should be improved, the evaluation of strategic possibility was found that all strategic aspects were possible at the high level. The evaluation of parents’ pleasantness toward the strategy of educational quality assurance in early childhood in sub-district administrative organization was found that parents were pleased at the high level.
