รูปแบบพัฒนาการจัดการป่าชุมชนพื้นที่ภาคตะวันออกเฉียงเหนือตอนบน

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสถานการณ์ปัจจุบัน ศักยภาพ การจัดการป่าชุมชนพื้นที่ภาคตะวันออกเฉียงเหนือตอนบน 2) สร้างรูปแบบพัฒนาการจัดการป่าชุมชนพื้นที่ภาคตะวันออกเฉียงเหนือตอนบน 3) ทดลองใช้และประเมินผลรูปแบบพัฒนาการจัดการป่าชุมชนพื้นที่ภาคตะวันออกเฉียงเหนือตอนบน  เป็นการวิจัยแบบผสม (Mix-Method Research) ดำเนินการวิจัย 3 ระยะ ใช้เวลาในการวิจัยดังนี้ระยะที่ 1 ดำเนินการวิจัย 15 เดือน  ระยะที่ 2 ดำเนินการวิจัย 5 เดือน และระยะที่ 3 ดำเนินการ 5 เดือน ประชากรได้แก่ผู้มีส่วนได้ส่วนเสียในการจัดการป่าชุมชนในพื้นที่ภาคตะวันเฉียงเหนือตอนบน เครื่องมือวิจัยใช้แบบสอบถาม และแบบบันทึก การสนทนากลุ่ม วิเคราะห์ข้อมูลด้วยสถิติค่าความถี่  ค่าร้อยละ  ส่วนเบี่ยงเบนมาตรฐานและวิเคราะห์เชิงพรรณา ผลการวิจัยพบว่า 1) สถานการณ์ปัจจุบัน ศักยภาพ การจัดการป่าชุมชนพื้นที่ภาคะวันออกเฉียงเหนือตอนบน  มีความคิดเห็นต่อการดำเนินงานแปลผลระดับมากทุกด้านดังนี้ ด้านการพัฒนาการจัดการป่าชุมชน  ค่าเฉลี่ย 3.95 รองลงมาด้านการส่งเสริมและพัฒนาป่าชุมชน ค่าเฉลี่ย 3.80 ด้านผลกระทบด้านเศรษฐกิจ สังคมและสิ่งแวดล้อม ค่าเฉลี่ย 3.51 และ ด้านการอนุรักษ์ทรัพยากรป่าไม้  สิ่งแวดล้อมและพลังงาน ค่าเฉลี่ย 3.21  2) ผลการสร้างรูปแบบพัฒนาการจัดการป่าชุมชนพื้นที่ภาคตะวันออกเฉียงเหนือตอนบนประกอบด้วย 5 มิติ 10 โครงการ ได้แก่  มิติที่ 1 ด้านการพัฒนาองค์กรจัดการป่าชุมชนให้เข้มแข็ง  มิติที่ 2 เป็นแหล่งอาหารและปัจจัย 4  มิติที่ 3 เป็นป่าชุมชนที่มีรูปพื้นที่ลุ่มน้ำต่อเนื่องกันไป  มิติที่ 4 ด้านเศรษฐกิจ และมิติที่5  เป็นแหล่งเรียนรู้และนันทนาการ เมื่อแปลงเป็นโครงการเพื่อนำไปสู่การดำเนินการประกอบด้วย 10 โครงการ 3) ผลการทดลองใช้และประเมินผลพัฒนารูปแบบการจัดการป่าชุมชนพื้นที่ภาคตะวันออกเฉียงเหนือตอนบน การประเมินความเป็นไปได้พบว่า มีความเป็นไปได้ระดับมากทุกมิติและผลการประเมินผลสัมฤทธิ์พบว่าภาพรวมทุกโครงการมีการดำเนินงานในระดับมาก

Development Model of Community Forest Management in Northeastern of Thailand

The purposes of this research were to 1) study the current situation, potential and management of community forest management In Northeastern of Thailand 2) construct model for developing the community forest management In Northeastern of Thailand  3) test and evaluate the results of model for community Forest Management In Northeastern Of Thailand.  It was the Mix-Method Research which was managed in 3 Phase: The first Phase study of the current situation, potential and management of community forest management  In Northeastern of Thailand 15 months The second Phase was the Qualitative Research. Construct model for developing the community forest management 5 months and The third Phase, test and evaluate the results of model for community forest management for 5 months. The results were as follows: 1) the current situation, potential and management of community forest management overall revealed that, average reviews to interpretation was a good level: the action on the development of community forest management average of 3.95, subordinate is the promotion and development of community forestry average of 3.80, the economic impact environmental and social average of 3.51, and conservation of forest resources environment and energy average of 3.21.. 2) The result of create model for of community forest management In Northeastern of Thailand consist of 5th Dimension 10 project such as1st Dimension: Corporate development and strengthen community forest management, 2nd Dimension: It is a food supply and the four basic human needs, 3rd Dimension : It’s community forest with a continuous drainage basin, 4th Dimension: Economic and 5th Dimension: A source of learning and recreation. Then transform into project for contribute to the implementation of 10 projects. 3. The demonstration and assessment the model for developing the community forest management In Northeastern of Thailand assess  the feasibility and evaluation revealed that 1) Utility Standard 2) Suitability 3) Feasibility  4) Acceptability, There are possible on a large scale project and evaluate about achievement overall of project is very useful.
