การประเมินผลการดำเนินงานกองทุนพัฒนาบทบาทสตรีในเขตอำเภอศรีเมืองใหม่ จังหวัดอุบลราชธานี

Abstract

การศึกษาอิสระ เรื่อง การประเมินผลการดำเนินงานกองทุนพัฒนาบทบาทสตรีในเขตอำเภอศรีเมืองใหม่ จังหวัดอุบลราชธานี ครั้งนี้มีวัตถุประสงค์เพื่อศึกษาขั้นตอนและการประเมินผลการดำเนินงานของกองทุนพัฒนาบทบาทสตรีตำบล  ศึกษาปัญหาอุปสรรคของการดำเนินงานของกองทุนพัฒนาบทบาทสตรีตำบล เสนอแนวทางในการแก้ปัญหาการดำเนินงานของกองทุนพัฒนาบทบาทสตรีตำบลอย่างเป็นรูปธรรม  เครื่องมือที่ใช้รวบรวมข้อมูลได้แก่ แบบสอบถาม  และแบบสัมภาษณ์  การวิเคราะห์ข้อมูลใช้สถิติความถี่  ร้อยละ และใช้การพรรณนาวิเคราะห์ (Descriptive Analysis) ปรากฏผลดังนี้

โครงการที่ขออนุมัติงบประมาณทั้งหมด 38 โครงการ ได้รับการอนุมัติทั้งหมด คิดเป็นร้อยละ 100  และความสำเร็จของโครงการทั้ง 38 โครงการ เกิดความสำเร็จร้อยละ 80 ขึ้นไป และมีบางโครงการที่สามารถขายสินค้าที่ผลิตได้มากกว่าหนึ่งรอบการผลิต เช่น โครงการเพาะเห็ด โครงการที่มีการดำเนินการมากที่สุด 3 อันดับแรกจากทั้งหมด 38 โครงการ คือ โครงการเลี้ยงปลา  โครงการเพาะเห็ด และโครงการทอผ้าตามลำดับ  ด้านบริบทของโครงการ พบว่า โครงการมีวัตถุประสงค์เพื่อรวมกลุ่มสร้างอาชีพ การดำเนินงานของกองทุนนั้นเป็นการให้สมาชิกกู้ยืมไปเป็นต้นทุนการรวมกลุ่มอาชีพโครงการมีความเหมาะสมกับสภาพท้องถิ่น คณะกรรมการและสมาชิก มีความรู้ความเข้าใจในการดำเนินงาน ด้านปัจจัยนำเข้า พบว่า จำนวนเงินที่ได้รับการสนับสนุน  ไม่เพียงพอต่อการดำเนินโครงการ สมาชิกของกลุ่มมีความรู้ความสามารถแต่ยังไม่มีความชำนาญ  ในการดำเนินกิจกรรมในโครงการพัฒนาชุมชนและองค์กรปกครองส่วนท้องถิ่นควรมีส่วนร่วม ให้ความรู้แก่กองทุนในขั้นตอนการเขียนโครงการ  ด้านกระบวนการดำเนินงาน พบว่า กองทุนใช้เงินสนับสนุนตรงตามวัตถุประสงค์การดำเนินงานของกองทุนมีความโปร่งใสและมีการจัดทำบัญชีรายรับรายจ่ายกองทุนมีการรายงานผลการดำเนินการอย่างสม่ำเสมอ แต่มีปัญหาการดำเนินกิจกรรมของกองทุน  มีสมาชิกบางคนที่เข้ามาใหม่ยังไม่เข้าใจบทบาทหน้าที่  สมาชิกในกลุ่มควรมีการทำข้อตกลงร่วมกันในการจัดสรรรายได้ โดยแบ่งส่วนหนึ่งสำหรับการพัฒนากลุ่มและเป็นทุน ในการลงทุน ด้านผลผลิตจากการดำเนินงาน พบว่า  กองทุนสามารถสร้างรายได้ได้มากจนเป็นรายได้เสริมของครอบครัว เงินสนับสนุนนี้สามารถช่วยให้สมาชิกในหมู่บ้านมีงานทำเพิ่มขึ้น ปัญหาผลผลิตจากกิจกรรมของกองทุนมีปัญหาด้านการตลาดที่รองรับ องค์กรปกครองส่วนท้องถิ่นควรส่งเสริมให้มีการประชาสัมพันธ์สินค้ารวมทั้งสินค้าบางชนิดควรมีการจำหน่ายทั้งปลีกและส่ง

The Evaluation of Thai Women Empowerment Funds in Srimuangmai District Ubon Ratchathai Province

The independent study on the topic "The evaluation of Thai Women Empowerment funds (TWEF) in Srimuangmai District, Ubon Ratchathani Province was purposed to study the steps of operation and evaluation of TWEF, to study the problems and obstacles of TWEF's operation and to propose the guideline and solution for TWEF's operation concretely. The tool of data collection consisted of Survey questionnaire, interview and the statistic for data analysis consisted of Frequency, Percentage and Descriptive Analysis. From the result, it revealed that

The project budget for approval, all 38 projects were approved all 100 percent and for the success of 38 projects, the projects were successfully more than 80 percent and there were some projects that could sell goods produced more than one production cycle such as mushroom cultivation project, the project with the most 3 first of all 38 projects were Fish farming project, Mushrom project and Weaving projects, respectively. In the context of the project found that the project aimed to create a bundle of occupation, the operation of fund was to provide loans to members as the cost of occupational bundle and appropriate to local conditions, the board of directors and members had a knowledge and understanding of operations. As for input factor, it was found that the amount of subsidy wasn't enough to project development, member of the group had the knowledge and ability but had no skills in order to perform activities in community development project and local governments should contribute to the fund in the education of project writing. As for process factor, it was found that the fund used subsidy to meet the objective of the operations of the fund with transparency and accounting revenue expenditure fund operation results were reported on a regular basis. However, there was a problem performing the activities of the fund, there were some new entry members who did not understand their roles, member of the group should have an agreement in the allocation of income by dividing one part for the group development and investment. As for output factor, it was found that the fund could earn extra income as supplementary income of the family, this subsidy could help members in the village, had more job. The output problem from the activity of the fund was the marketing support. Local government should promote public relation items including some items should be available in both retail and wholesale.
