การพัฒนากระบวนการเพิ่มขีดความสามารถ คณะกรรมการหมู่บ้านในการพัฒนาหมู่บ้าน จังหวัดพิษณุโลก

Abstract

การวิจัยนี้เป็นการศึกษาการพัฒนากระบวนการเพิ่มขีดความสามารถคณะกรรมการหมู่บ้านในการพัฒนาหมู่บ้านจังหวัดพิษณุโลกนี้ จุดมุ่งหมายของการวิจัยเพื่อ 1) สำรวจสภาพปัญหาของคณะกรรมการหมู่บ้านในการพัฒนาหมู่บ้าน จังหวัดพิษณุโลก 2) พัฒนากระบวนการเพิ่มขีดความสามารถคณะกรรมการหมู่บ้านในการพัฒนาหมู่บ้านจังหวัดพิษณุโลก 3) ทดลองใช้กระบวนการเพิ่มขีดความสามารถคณะกรรมการหมู่บ้านในการพัฒนาหมู่บ้านจังหวัดพิษณุโลกไปปฏิบัติใช้และ 4) ถอดบทเรียนกระบวนการเพิ่มขีดความสามารถคณะกรรมการหมู่บ้านในการพัฒนาหมู่บ้านจังหวัดพิษณุโลก กลุ่มตัวอย่างคือ คณะกรรมการหมู่บ้าน จำนวน 2 หมู่บ้านได้แก่ หมู่บ้านแก่งเทิดพระเกียรติ หมู่ที่ 19 ตำบลเนินเพิ่ม อำเภอนครไทย จังหวัดพิษณุโลก เป็นกลุ่มทดลอง จำนวน 15 คน และหมู่บ้านห้วยน้ำไซใต้ หมู่ที่ 16 ตำบลเนินเพิ่ม อำเภอนครไทย  จังหวัดพิษณุโลกเป็นกลุ่มควบคุม จำนวน 14 คน และสถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย () ค่าความเบี่ยงเบนมาตรฐาน (S.D.) สถิติการทดสอบค่าที (t -test dependent และt -test Independent)

 ผลการวิจัยพบว่า 1) สภาพปัญหาของคณะกรรมการหมู่บ้านในการพัฒนาหมู่บ้านจังหวัดพิษณุโลกโดยรวมอยู่ในระดับมาก (=3.57) 2) กระบวนการเพิ่มขีดความสามารถคณะกรรมการหมู่บ้านในการพัฒนาหมู่บ้านจังหวัดพิษณุโลกมีความถูกต้อง/เหมาะสมอยู่ในระดับมากที่สุด  (=4.77) 3) การทดลองใช้กระบวนการเพิ่มขีดความสามารถคณะกรรมการหมู่บ้านในการพัฒนาหมู่บ้านจังหวัดพิษณุโลกไปปฏิบัติใช้คือ 3.1) ผลการเปรียบเทียบความเข้าใจบทบาทหน้าที่ในการดำเนินงานของคณะกรรมการหมู่บ้าน  ผลการเปรียบเทียบความสามารถของคณะกรรมการหมู่บ้านในการบูรณาการจัดทำแผนพัฒนาหมู่บ้านที่เป็นเอกภาพ และผลการเปรียบเทียบความสามารถคณะกรรมการหมู่บ้านในการบริหารจัดการหมู่บ้านหลังการฝึกอบรมสูงกว่าก่อนการฝึกอบรมอย่างมีนัยสำคัญทางสถิติที่ระดับ .05  และ 3.2) ผลการเปรียบเทียบการปฏิบัติงานของคณะกรรมการหมู่บ้าน หมู่ที่ 19 ตำบลเนินเพิ่ม อำเภอนครไทยจังหวัดพิษณุโลก มีผลการปฏิบัติงานสูงกว่าคณะกรรมการหมู่บ้านห้วยน้ำไซใต้ หมู่ที่ 16 ตำบลเนินเพิ่ม อำเภอนครไทย จังหวัดพิษณุโลก อย่างมีนัยสำคัญทางสถิติที่ระดับ.05สำหรับ 3.3) ผลประเมินการใช้กระบวนการเพิ่มขีดความสามารถคณะกรรมการหมู่บ้านในการพัฒนาหมู่บ้านจังหวัดพิษณุโลก พบว่า คณะกรรมการหมู่บ้านมีความคิดเห็นต่อการใช้กระบวนการเพิ่มขีดความสามารถคณะกรรมการหมู่บ้านในการพัฒนาหมู่บ้านจังหวัดพิษณุโลก โดยภาพรวมอยู่ในระดับมากที่สุด และ 4) การถอดบทเรียนกระบวนการเพิ่มขีดความสามารถคณะกรรมการหมู่บ้านในการพัฒนาหมู่บ้านจังหวัดพิษณุโลกพบว่า กระบวนการเรียนรู้ของคณะกรรมการหมู่บ้าน ประกอบด้วย จำนวน 5 บทเรียน และปัจจัยหนุนเสริมหรือเงื่อนไขที่นำไปสู่การเพิ่มขีดความสามารถคณะกรรมการหมู่บ้าน ประกอบด้วย จำนวน 2 บทเรียน

The Development of Capacity Building Process of Village Committee Members in Developing Villages of Phitsanulok Province

This study analyzes capacity building process of village committee members in developing villages of Phitsanulok province. The objectives of this study were; 1) to examine problems in village development, 2) to develop the capacity building process of the committee members in Phitsanulok’s villages development, 3) to apply the capacity building process in village development in Phitsanulok province, and 4) to interpret the Results of capacity building development in villages development in Phitsanulok’s villages. The samples of this study were the village committee members from 2 villages, Ban Kaeng Thoetphragiat and Banhuinamsi Tai there were 15 committee members in the Experimental group and there were 14 committee members were in the Controlled group. The statistics used were Percentage, mean () and standard deviation (S.D.) and t-test dependent and t-test Independent.

The results of this study; 1) the problems were found at high lever (  =3.57), 2) the accuracy/suitability of the development process were at the highest level(  =4.77),3) the development processes Implement in villages development in Phitsanulok Province and apply to practice processes including; (3.1) the results of the preparation of understanding in the roles of being a member of the village, the preparation of the members’ ability in integrating the village by creating the village development plans to be a unity, and the preparation of the members’ ability in village administrations after were significantly higher than before training for 0.05 in statistics results, (3.2) the result of the preparation of the members’ performances from Village, Ban Kaeng Thoetphragiat was significantly higher than the members from Village, Banhuinamsi Tai for 0.05 in statistics results, and (3.3) the overall level of the efficiency development process applying into village development of the village members in Phitsanulok Province was the highest, and 4) the interpretation of the capacity building process of result into villages development in Phitsanulok’s villages was found that the learning process of the members include 5 lessons and the supporting factors for efficiency development include 2 lessons.
