ยุทธศาสตร์พัฒนาการแก้ไข บำบัด ฟื้นฟู และติดตามเด็ก และเยาวชนที่กระทำความผิด ศาลเยาวชนและครอบครัว ภาคตะวันออกเฉียงเหนือตอนบน

Abstract

ยุทธศาสตร์พัฒนาการแก้ไขบำบัดฟื้นฟูและติดตามเด็กและเยาวชนที่กระทำความผิดศาลเยาวชนและครอบครัวภาคตะวันออกเฉียงเหนือตอนบน ใช้กระบวนการวิจัยและพัฒนา แบ่งเป็น 4 ระยะ ระยะที่ 1 ศึกษาปัญหาโดยการสำรวจความคิดเห็นสภาพปัญหาการแก้ไข บำบัด ฟื้นฟู และติดตามเด็กและเยาวชน ที่กระทำความผิดศาลเยาวชนและครอบครัว กลุ่มตัวอย่าง ได้แก่ ผู้พิพากษาหัวหน้าศาล  ผู้พิพากษา  ผู้พิพากษาสมทบ  ผู้อำนวยการสถานพินิจและคุ้มครองเด็ก  นักจิตวิทยา  จำนวน  175 คน และ การศึกษาพหุกรณี จากศาลเยาวชนและครอบครัว วัดและชุมชนดีเด่น ระยะที่  2 สร้างและพัฒนายุทธศาสตร์โดย การประชุมกลุ่มผู้เชี่ยวชาญจำนวน 10  คน และประเมินยุทธศาสตร์ด้านความเหมาะสมและความเป็นไปได้ โดยผู้เชี่ยวชาญจำนวน 9  คน เลือกแบบเจาะจง  ระยะที่  3 ทดลองใช้ยุทธศาสตร์กับศาลเยาวชนและครอบครัวจังหวัดหนองบัวลำภู ประชากรได้แก่  ผู้พิพากษาหัวหน้าศาล  ผู้พิพากษา  ผู้พิพากษาสมทบ  ผู้อำนวยการสถานพินิจและคุ้มครองเด็ก  นักจิตวิทยา  ผู้ปกครองเด็กและเยาวชนที่กระทำความผิด และเด็กและเยาวชนที่กระทำความผิด  ระยะที่ 4 การประเมินมาตรฐานยุทธศาสตร์ 4  ด้านได้แก่ ด้านอรรถประโยชน์ ด้านความเป็นไปได้  ด้านความเหมาะสม   และด้านความถูกต้อง ทำการสอบถามกับผู้พิพากษา  ผู้พิพากษาสบทบ  นักจิตวิทยา ผู้อำนวยการสถานพินิจ  รวม 24  คน

ผลการวิจัยพบว่า 1.ปัญหาการแก้ไขบำบัดฟื้นฟูและการติดตามเด็กและเยาวชนอยู่ในระดับมาก 2. ยุทธศาสตร์ที่ได้ประกอบด้วย 4 ยุทธศาสตร์คือ  1) การสร้างเสริมความรู้ของผู้มีส่วนเกี่ยวข้องในการแก้ไขบำบัดฟื้นฟูเด็กและเยาวชนที่กระทำผิด  2) การแก้ไขบำบัดฟื้นฟูเด็กและเยาวชนกระทำผิดโดยความร่วมมือของเครือข่ายสังคม  3) การติดตามและประเมินผลเด็กและเยาวชนก่อนและหลังตัดสินคดี และ 4) การเตรียมความพร้อมเพื่อส่งมอบตัวเด็กและเยาวชนลับคืนสู่ครอบครัวและชุมชนซึ่งมีความเหมาะสมและความเป็นไปได้ในระดับมาก 3. ผลการทดลองใช้ยุทธศาสตร์พบว่าผู้มีส่วนได้เสียได้รับผลเป็นที่น่าพอใจในระดับมากเป็นไปตามเกณฑ์ตัวชี้วัดในแต่ละยุทธศาสตร์และโครงการ 4. ยุทธศาสตร์มีความเป็นประโยชน์ความเป็นไปได้ ความเหมาะสม และความถูกต้องมีค่าเฉลี่ยในระดับมาก

Strategies for Developing of Resolving, Rehabilitating and Following up   Juvenile offenders, Juvenile and Family court, The Upper Northeastern Region

This Research and Development aimed to create a development strategies for resolving, rehabilitating and following up juvenile offenders Juvenile and Family court, The Upper Northeastern Region. Divided into four phases, Phase 1 was to survey 175 sampling with Superior Court Judges, Judges, Associate Judges, directors of community home and Psychologists in The Upper Northeastern Region, and use multiple cases studied in the best practice of resolving, rehabilitating and following up juvenile offenders with Juvenile and Family Court, Community and Temple. Phase 2 to create and develop the strategies by 10 expert group meeting and 9 expert evaluating using purposive sampling. Phase 3 to try out the strategies in Nongbualumphoo Juvenile and Family Court, The sample groups are Superior Court Judge, Judge, Associate Judge, Director of Community Home, Psychologist, The parents and Juvenile offenders  and Phase 4 to evaluating  the strategies base on 4 evaluations standard Performance set up by Utility, Feasibility, Propriety, and Accuracy standard. The Participants were 3 judges, 19 associate judges, 1 psychologist and 1director of community home. The research Findings were 1. Problems of resolving, rehabilitating and following up are in high level 2. Strategies were founded in  4 strategies 1) Enhancing the knowledge of  those whose involved in Resolving, Rehabilitating and Following up Juvenile offenders 2) Resolving, Rehabilitating and Following up Juvenile offenders by cooperation of the social network 3) Monitoring and evaluation of juvenile before and after justice and 4) Preparedness for children back to families and communities 3. The results of the implementation of the strategic using were at the high level satisfaction and pass the evaluation in all project according to the indicators of all strategies 4. The evaluation of Utility, Feasibility, Propriety, and Accuracy standard evaluation were high level.
