INFORMATION TECHNOLOGY SERVICE MANAGEMENT OF RAIKHING MUNICIPALITY NAKHONPATHOM PROVINCE

Abstract
The objectives of this research are to study the level of information technology service management of Rai Khing Municipality, to compare public opinion on information technology service management of Rai Khing Municipality by classifying according to personal factors and to study the problems, obstacles and suggestions for information technology service management of Rai Khing Municipality, Nakhon Pathom province.The research methodology of this study was the mixed methods comprised: 1) The quantitative research conducted by survey method, collecting data from 374 samples from 22,398 general population aged 12 years living in Rai Khing sub-district, Sam Phran district, Nakhon Pathom province with the use of questionnaire which was reliability at 0.932, analyzed data with Frequency, Percentage, Mean and Standard Deviations whereas T-test and F value test were done by one-way analysis of variance. In case of two or more independence variables were different, the comparison of the mean difference was paired by the least significant difference method; 2) The qualitative research collected data from 12 key informants by in-depth-interview and the obtained data were analyzed by descriptive content analysis.
The findings of this research were as follows: 1) Level of management of information technology service of Rai Khing Municipality Nakhon Pathom province in overall picture was at a high level and; 2) The comparison of management of information technology services of Rai Khing Municipality, Nakhon Pathom province classifying by personal factors found that the population with different gender, age, status, education level and occupation had no difference in the level of opinion in overall picture. Therefore, the set hypothesis was rejected. The problem found in the study were as follows: The current technology had many types and developed all the time that made it impossible for the involving personnel to understand and use in short because each service required a long time to be able to serve the customer; The price for the tools was too high that the organization unable to buy a new model to develop the system in time; The use of information technology to serve the elderly was still not fully effective; People engaged in agriculture did not recognize the importance of the use of technology; Information center was insufficient; People lacked confidence in transferring knowledge from community leaders; Some training time was not sufficient and appropriate; Lack of knowledge in the area for real practice; Lack of a manual to be a database; Lack of motivation for training and accessing to technology; Lack of survey data or guidance on topics before the commencement day the public therefore participated people did not have sufficient information to propose to the meeting. The suggestions were as follows; There should be an encouragement of the use of technology in all forms. In particular, technology and operations should be developed to keep up with changes over time by focusing on the use of applications that can be used with technologies that are not expensive; Promote technology learning to the elderly and agricultural groups; The number of information center should be increased in order to provide the required information to the public by creating cooperation with other agencies for providing computer services ; The related agencies should build confidence in the knowledge and capabilities of community leaders ; The related agencies should increase training time along with adding the actual field-study which will be able to know the real problem so such problem can be solve in practical ; The related agencies should create a manual to be a database for the implementation of new staff as well as incentives for training and using of technology such as rewarding and conducting surveys before the commencement day for the public to prepare the information content presented to the meeting.
