A Study of the Operational Readiness of Local Administrative Organization Personnel for Disaster Prevention and Mitigation in Chon Daen District, Phetchabun Province

Abstract

        This research aimed to: 1) study the level of disaster prevention and mitigation (DPM) operations among Local Administrative Organizations (LAOs) in Chon Daen District, Phetchabun Province; and 2) examine the problems and obstacles encountered during these DPM operations. Data were collected from 79 DPM personnel in Chon Daen District using a questionnaire as the main research instrument. The statistics employed were frequency, percentage, mean, standard deviation, and content analysis for open-ended questions.

       The research findings revealed that, across four aspects of DPM operations, the LAOs in Chon Daen District reported the highest level of performance in Operational Monitoring and Inspection, followed by Operational Planning. The level of performance concerning the Actual Implementation of Technology was third, and the lowest was Coordination with the Community, respectively. Key problems and obstacles identified in DPM operations included: the use of outdated Personal Protective Equipment (PPE) and communication devices that lack regular maintenance; a lack of knowledge and understanding among personnel regarding the use of technology; and insufficient budget to cover essential operational expenses.
