ความสัมพันธ์ระหว่างจีนกับแอฟริกา:กรณีศึกษาการค้าอาวุธและน้ำมันระหว่างจีนกับซูดาน

Abstract

บทความนี้มีวัตถุประสงค์เพื่อที่จะศึกษาถึงความสัมพันธ์ทางการค้าระหว่างจีนกับแอฟริกา โดยใช้ความสัมพันธ์ทางการค้าระหว่างจีนซูดานเป็นกรณีศึกษา ผ่านแนวคิดว่าด้วยการดำรงอยู่ของการเป็นพันธมิตรระหว่างประเทศของศาสตราจารย์ Stephen M. Walt แห่งมหาวิทยาลัยฮาร์วาร์ด ผลการศึกษาพบว่า ความสัมพันธ์ระหว่างจีนกับซูดานเป็นความสัมพันธ์ในลักษณะเกมบวก กล่าวคือ จีนได้ผลประโยชน์ด้านทรัพยากรน้ำมันจากซูดานเพื่อสร้างความมั่นคงทางพลังงาน ซึ่งเป็นประเด็นที่จีนให้ความสำคัญในลำดับต้นของนโยบายต่างประเทศของจีน ส่วนซูดานก็รับผลประโยชน์จากการค้าอาวุธกับจีนเพื่อสร้างความเข้มแข็งแก่กองทัพในการสู้รบกับกลุ่มต่อต้านรัฐบาล ทำให้จีนและซูดานจึงต่างรักษาความสัมพันธ์อันดีในฐานะหุ้นส่วนทางยุทธศาสตร์ที่ได้รับผลประโยชน์ร่วมกัน ทั้งๆที่ เป้าหมายเชิงยุทธศาสตร์ของความสัมพันธ์ทางการค้าของทั้งสองประเทศนั้นมีความแตกต่างกันอย่างสิ้นเชิง

CHINA-AFRICA RELATIONS: THE CASE OF CHINA’S ARMS-FOR-OIL AND SUDAN’S OIL-FOR-ARMS

This article aims to study the China and Africa relations, by studying the case of China and Sudan trade relations. The ideas on factors leading to endurance of alliance in international relations by Professor Stephen M. Walt, Harvard University, was applied as a framework. The article finds that, the relationship between China and Sudan is a positive sum game. China has the benefits of Sudanese oil for achieving energy security, which is one of the top priorities of its foreign policy. Meanwhile, Sudan has benefit from Chinese arms sales to strengthen government armed forces and government-sponsored armed groups, which are used for attacking against anti-government forces. Consequently, Sudan and China, which are based on mutual interest as a strategic partnership, have absolutely different strategic goals of trade relations.
