The Personal Data Protection Act B.E. 2562 (2019) for Human Resources Management in Higher Education Institutions: A Case Study of Mahidol University

Abstract
The Personal Data Protection Act B.E. 2562, shortened as "PDPA," enshrines the principle of personal data freedom and privacy. It acknowledges the responsibility of a data controller to safeguard such data by collecting, using, and disclosing any personal data for legitimate and reasonable purposes. The data controller is also required to protect personal data from unauthorized access. In order to implement the PDPA, Mahidol University, a Thai autonomous university, has mandated a personal data group which composed of an advisory group and a working party with both the purpose of proposing a policy and guidelines to effectively safeguard the privacy of personal data. Human Resource Management serves as an essential mechanism for collecting, using, and disclosing personal information with the aim of recruiting, developing, and retaining university staff. Having followed the Act, HR Professionals should indeed guide the law's implementation, develop all relevant operating procedures, and encourage employees to acknowledge the significance of personal information alignment.
