ความสำเร็จของการดำเนินการโครงการเรียนฟรี 15 ปี อย่างมีคุณภาพในมุมมองของผู้ปกครองนักเรียน

บทคัดย่อ

  งานวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาการรับรู้ ความเห็น และเปรียบเทียบความพึงพอใจของผู้ปกครองของนักเรียนที่มีต่อการดำเนินงานโครงการเรียนฟรี 15 ปี  กลุ่มตัวอย่าง คือ ผู้ปกครองนักเรียนจำนวน 900 คน ได้มาจากการสุ่มแบบหลายขั้นตอน (Multi-stage random sampling) เครื่องมือที่ใช้เป็นแบบสอบถาม มีค่าความเชื่อมั่นเท่ากับ 0.8797 สถิติที่ใช้ คือ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานใช้การวิเคราะห์ t-test (Independent Samples) การทดสอบค่าเอฟ (F-test) และทดสอบความแตกต่างเป็นรายคู่ตามวิธีของ Scheffe'

  ผลการวิจัย พบว่า (1) การรับรู้ต่อการดำเนินนโยบายเรียนฟรี 15 ปี อย่างมีคุณภาพ พบว่า หากไม่มีนโยบายเรียนฟรี 15 ปี ผู้ปกครองจะใช้เงินส่วนตัวในการจ่ายค่าเล่าเรียน (62.30%) เมื่อได้รับเงินช่วยเหลือจากโครงการจะนำไปใช้จ่ายในชีวิตประจำวัน (57.70%) และรับรู้ว่าเงินที่ได้จากการสละสิทธิจากผู้ปกครองจะถูกนำไปใช้พัฒนาโรงเรียนขนาดเล็กที่ไม่ได้มาตรฐาน (46.70%) ซึ่งเมื่อกล่าวถึงนโยบายเรียนฟรีฯ ผู้ปกครองจะคำนึงถึงตัวนักเรียนมากที่สุด (72.90%) และกังวลใจเรื่องความโปร่งใสมากที่สุดเช่นกัน (50.40%) (2) ความเห็นของผู้ปกครองต่อโครงการเรียนฟรี 15 ปี อย่างมีคุณภาพ ส่วนใหญ่เห็นด้วยกับโครงการ (79.30%) ผู้ปกครองส่วนใหญ่เห็นว่าโครงการดังกล่าวสามารถช่วยเหลือค่าใช้จ่ายได้บ้างเล็กน้อยเท่านั้น คิดเป็นร้อยละ 56.40 โดยเห็นว่าผู้ปกครองที่มีฐานะดีควรสละสิทธิ (50.30%) ผู้ปกครองส่วนใหญ่มีความเชื่อมั่นนโยบายเรียนฟรี 15 ปีอยู่ในระดับน้อย (50.90%) แต่มีความเห็นว่านโยบายดังกล่าวช่วยลดภาระได้จริงและเป็นการช่วยเหลือเด็กด้อยโอกาสได้จริง (80.40%) จากการให้คะแนนเต็มสิบผู้ปกครองให้คะแนนการดำเนินโครงการตามนโยบายเรียนฟรี 15 ปี เฉลี่ย 6.65 คะแนน (3) ด้านความพึงพอใจต่อโครงการเรียนฟรี 15 ปี อย่างมีคุณภาพ พบว่ามีความพึงพอใจอยู่ในระดับน้อย (ค่าเฉลี่ย 2.47) โดยผู้ปกครองมีความ  พึงพอใจในประเด็นการที่โรงเรียนสามารถจัดระบบยืมหนังสือให้นักเรียนทุกคนได้มีหนังสือเรียนครบทุกสาระมากที่สุด (ค่าเฉลี่ย 2.58) (4) ผลการทดสอบสมมติฐาน พบว่า กลุ่มผู้ปกครองนักเรียนที่มีบุตรหลานได้รับสิทธิเรียนฟรีและกลุ่มผู้ปกครองนักเรียนที่มีบุตรหลานได้รับสิทธิเรียนฟรีแต่ไม่ขอรับสิทธิ มีความพึงพอใจต่อโครงการแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 และเมื่อพิจารณาเป็นรายด้านพบว่าแตกต่างกันในทุกด้าน สำหรับผู้ปกครองนักเรียนที่อยู่ในภูมิภาคแตกต่างกัน มีความพึงพอใจต่อโครงการแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 เมื่อพิจารณาเป็นรายด้านพบว่าความพึงพอใจแตกต่างกันในทุกด้าน ส่วนผู้ปกครองนักเรียนที่มีอาชีพต่างกันและมีรายได้ต่างกัน มีความพึงพอใจไม่แตกต่างกัน

Abstract

  This research aimed to study the opinions and perceptions of parents about the 15-year free education system under the policy of Ministry of Education. The parents satisfaction in the education system were also conducted and compared by profile status in the study.  The sample group surveyed in the study was 900 parents using the multi-stage random sampling.  The instrument for methodology was a semi-structured questionnaire with reliability coefficient of 0.8797. The study applied both of descriptive statistics and inferential statistics in the data analysis.  Both statistics were consisted of the percentage and standard deviation, and the hypothesis testing of t-test and F-test and the Scheffe's method for matched pair comparison, respectively.

  The survey results about the perception of 15-year free education policy found that if the policy had not existed then parents would have to withdraw their own saving fund for educational expenses (62.30%).  Having received financial subsidy from the policy, most parents (57.70%) spent spare expenses on a daily instead whereas some parents (46.70%) believed that disclaimed subsidy from the policy would be used in developing the unstandardized small schools. Furthermore, parents thought that the most importance and most anxiety of free education system were students and transparency of system process, respectively (70.90% and 50.40%).According to respondents’ opinions, they agreed with the 15 year-free education policy (79.30%) because the policy could help them to share financial burdens (56.40%) and support underprivileged children (80.40%). However half of respondents (50.30%) suggested that subsidized expenditures of education should be disclaimed from those financial affordable parents.  In the contrary, the free education policy decreased confidence in administration of the government in parents aspect. In summary, parents gave the score of the 15-year free education policy to be 6.65 (of total 10). Additionally, mean of satisfaction of the policy was 2.47 (of total 5) . Result of hypothesis also found that satisfactions of parents  who used their right in the policy and those parents who disclaimed their right in the policy were different at the significant level 0.05. Similarly, satisfaction in each perspective of both group of parents was also different at the significant level 0.05. Parents satisfaction in different group of  regions  and occupation were  different at the significant level 0.5.
