This research aimed to 1) analyze the needs of assessment of teachers, 2) build
teachers’ evaluation capacity by using the empowerment evaluation approach and
assessment-based instruction, and 3) examine the effects of the empowerment process on
teachers and students. The target population was the Thai language teachers in the
primary school. The total sample consisted of 12 teachers. The samples were obtained by
purposive sampling. The study was divided into 3 phases. Phase 1: A needs analysis of the
conceptions, attitudes and skills of assessment. Phase 2: Development of an
empowerment process. Phase 3: Examining the results of the empowerment process. Data
analyses were descriptive statistics, frequencies, percentages and averages.
The information obtained from interviews, observations and the empowerment process
was analyzed using content analysis. The results show that 1) the needs analysis indicated
that the teachers possessed misconceptions and even lacked knowledge about
measurement and evaluation concepts but had good attitudes towards evaluation. The
results from assessing examinations showed that nearly all the exams created only
focused on memorization and also failed to provide any plausible distractors. 2) The
process of empowerment helped the teachers create tests correctly. 3) The resultant
empowerment was the cause of the teachers’ improvement in test creation and changed
their teaching style by using evaluation results and encouragement of students to develop
their communication skills in Thai language as well.
