การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อขับเคลื่อนนโยบายการวางแผนการใช้ประโยชน์ที่ดิน และจัดทำ
แผนกลยุทธ์ในการพัฒนาโครงการให้มีความสอดคล้องกับนโยบายการบริหารจัดการเขตเกษตรเศรษฐกิจ
สำหรับมันสำปะหลังซึ่งเป็นสินค้าเกษตรที่สำคัญของพื้นที่อำเภอด่านขุนทด จังหวัดนครราชสีมา โดยใช้
แนวคิดการพัฒนาโครงการอย่างมีเหตุมีผล และกระบวนการจัดลำดับชั้นเชิงวิเคราะห์ ผลการศึกษาครั้งนี้
ได้เสนอแนวทางการขับเคลื่อนนโยบาย ซึ่งพิจารณาจากปัญหาของพื้นที่ นำปัญหาของพื้นที่มากำหนดเป็น
วัตถุประสงค์ในการพัฒนาโครงการ โดยสอบถามความคิดเห็นจากผู้มีส่วนได้ส่วนเสีย 6 กลุ่ม ได้แก่
เกษตรกร หมอดินอาสา ผู้แทนขององค์การบริหารส่วนตำบล พ่อค้า นักวิชาการ และผู้กำหนดนโยบาย
(รองปลัดกระทรวงเกษตรและสหกรณ์) พบว่า ปัญหาหลัก คือ การใช้ประโยชน์ที่ดินไม่เหมาะสม เนื่องจาก
นโยบายการวางแผนการใช้ประโยชน์ที่ดินสำหรับปลูกมันสำปะหลังยังไม่มีระบบการจัดการอย่างมี
ประสิทธิภาพ จากการศึกษาทำให้ได้กลยุทธ์ 3 ด้าน คือ 1) การสร้างความเชื่อมั่นให้เกษตรกรเกี่ยวกับ
การวางแผนการใช้ประโยชน์ที่ดินสำหรับปลูกมันสำปะหลังให้มีความยั่งยืน 2) การจัดการทางด้านการตลาด
ให้มีความเหมาะสม และ 3) การปรับเปลี่ยนพื้นที่ปลูกพืช (Crop Switching) ตามความเหมาะสมของพื้นที่
สำหรับนำไปใช้ในการพัฒนาโครงการอย่างมีประสิทธิภาพ จะทำให้เกิดการยอมรับจากเกษตรกรในการนำ
ไปปฏิบัติและบริหารจัดการให้เกิดการใช้ประโยชน์ที่ดินอย่างยั่งยืน
