การศึกษานโยบายและมาตรการเชิงกลยุทธ์ในการดูแลสวัสดิการ เพื่อรองรับสังคมผู้สูงอายุไทย

การวิจัยเชิงคุณภาพครั้งนี้มีวัตถุประสงค์หลักคือการศึกษานโยบายเกี่ยวกับสวัสดิการผู้สูงอายุของ
ประเทศไทยเพื่อเสนอมาตรการเชิงกลยุทธ์ในการรองรับสังคมผู้สูงอายุ โดยการค้นคว้าเอกสารที่เกี่ยวข้อง
พร้อมกับการเก็บข้อมูลภาคสนาม พบว่า กลุ่มตัวอย่างมีความตระหนักรู้ว่าประเทศไทยกำลังเข้าสู่สังคม
สูงอายุ อย่างไรก็ตามในส่วนของนโยบายสวัสดิการผู้สูงอายุ กลุ่มตัวอย่างมีความเห็นโดยสรุปว่านโยบาย
ของรัฐยังไม่เหมาะสมกับการเปลี่ยนแปลงทางสังคม โดยเฉพาะนโยบายทางด้านเศรษฐกิจ ทั้งนี้กลุ่มตัวอย่าง
ภาคประชาชนส่วนใหญ่มีความเห็นว่านโยบายสาธารณสุขมีประสิทธิภาพและประสิทธิผลมากที่สุด นอกจากนี้
เมื่อได้ทำการเปรียบเทียบสวัสดิการของประเทศไทยกับประเทศที่มีการพัฒนาด้านเศรษฐกิจและสวัสดิการ
ผู้สูงอายุ พบว่า ประเทศไทยยังขาดระบบการดูแลผู้สูงอายุที่ยังคงอาศัยอยู่ที่บ้าน เช่น ระบบบริการพื้นฐาน
ทั้งนี้เพื่อให้มีมาตรการเตรียมความพร้อมรับสังคมสูงอายุไทยให้มีความมั่นคงและปลอดภัย ผู้วิจัยจึงได้
นำเสนอข้อเสนอเชิงกลยุทธ์ และมาตรการเตรียมความพร้อมรับสังคมสูงอายุไทย เพื่อให้สังคมไทยปรับ
สภาพแวดล้อมทั้งภายนอกและภายใน รวมถึงสร้างมาตรฐานเพื่อให้มีความมั่นคงและปลอดภัย สำหรับ
สภาพแวดล้อมทั้ง 8 ด้าน คือ ด้านสังคม ด้านเศรษฐกิจ ด้านสิ่งแวดล้อม ด้านเทคโนโลยี ด้านกฎหมาย
ด้านการศึกษา ด้านสาธารณสุข และด้านบุคลากรรองรับ
