The Factors Affecting the Exercise of Voting Rights for Members of the Provincial Administrative Organization Council of the People in Chiang Khan District, Loei Province

Abstract
The objectives of this research were: 1) to study the level of factors affecting the exercise of voting rights for members of the Provincial Administrative Organization Council of the people in Chiang Khan District, Loei Province; 2) to study the correlation between the factors affecting the exercise of voting rights for members of the Provincial Administrative Organization Council of the people in Chiang Khan District; 3) to study the recommendations for promoting the election of members of the Provincial Administrative Organization Council of the people in Chiang Khan District. This study was carried out by means of mixed-method research. The sample included 397 participants and ten key informants. The questionnaire and the interview form were used to collect the data. The statistics used in the data analysis were: Percentage, Mean, Standard Deviation, and Pearson's Correlation Coefficients.
The research results were as follows:
1) The overall level of factors affecting the exercise of voting rights for members of the Provincial Administrative Organization Council of the people in Chiang Khan District, Loei Province, was statistically rated at a high level. The aspect of 'Practice per the Four Iddhipāda Dhammas' was rated at a high level, followed by 'Campaign,' rated at the same level, and 'Election policy,' rated at a moderate level.
2) The results of the analysis of the correlation between personal media, campaign, election policy, and self-conduct according to the Four Iddhipāda Dhammas indicated that there was a statistically significant correlation with the exercise of the voting right for members of the Provincial Administrative Organization Council of the people in Chiang Khan District at a level of 0.05.
3) The recommendations on factors affecting the exercise of voting rights for members of the Provincial Administrative Organization Council were that people should exercise their rights to vote freely and choose good people who can represent them. Before deciding to vote, applicants' qualifications should be carefully considered in concepts, community and social development policies, equal sacrifice for the common good, direct communication, etc.
